Merício Juvinal dos Reis (sometimes written Juvenal ), battle name: Akara , (born January 19, 1974 in Iliomar , Portuguese Timor ) is an East Timorese politician and activist.

In his homeland he went to the Escola Primaria No 1 Iliomar , the Escola Pre-secundaria katoliku João Paulo II Iliomar and in Dili to the Escola Secundaria No. 1 dili .

Until 1999 Reis studied anthropology for eight years at the University of Indonesia in Jakarta and at the same time was committed to the independence of occupied East Timor. From 1999 to 2002 he was vice-president of the Marxist-Leninist Partido Socialista de Timor (PST), but left the party in 2003. From 2002 to 2005, Reis worked as a researcher for the non-governmental organization La'o Hamutuk , as a program officer for World Vision's aid program , for the International Rescue Committee and as a bilateral science assistant for JapanAid and USAID .

In 2005, Reis and friends founded the East Timorese non-governmental organization Luta Hamutuk ( German  Common Struggle ), which specifically strives for transparency in the state budget, the state oil fund and the oil industry. Here Reis took on the role of director. With Luta Hamutuk , he worked closely with the Extractive Industries Transparency Initiative (EITI). From 2008 to 2013 Reis was a member of the working group there, from 2011 to 2013 a member of the international board as representative of the Asia-Pacific region. East Timor now also meets the requirements of the EITI.

In 2014 Reis was elected Vice President of the Red Cross East Timor (CVTL), and since 2018 he has been a simple member of the Executive Board of the CVTL.

In the parliamentary elections in East Timor in 2017 , Reis ran for the Partidu Libertasaun Popular (PLP) on list place 8 and thus moved into the national parliament of East Timor as a member. Here he became a member of the Commission for Public Finance (Commission C) and a member of the Administrative Council of Parliament. In the 2018 parliamentary elections , Reis missed entry into parliament on list position 44 of the Aliança para Mudança e Progresso (AMP), the joint list of PLP, CNRT and KHUNTO . Instead, on June 22, 2018, Reis was sworn in as State Secretary for Social Communication in the VIII government .

Reis speaks Makalero , Makasae , Tetum , Bahasa Indonesia , Spanish and English. He is married to Endah Pakaryaningsih and has two children with her.
