Milan Roćen (born November 23, 1950 in Žabljak ) is a Yugoslav-Montenegrin politician and diplomat. He was Foreign Minister of the Republic of Montenegro from 2006 to 2012 . He is a member of the Democratic Party of Socialists of Montenegro .

Milan Roćen studied journalism at the University of Belgrade before his diplomatic career and then worked for a business magazine. His political activity began in the propaganda department of the Central Committee of the Communist League of Montenegro. In 1988 he became Yugoslavia's Deputy Foreign Minister . From 1992 he worked as an advisor to the Yugoslav ambassador in Moscow and then as a foreign policy advisor to the Montenegrin Prime Minister. In 2003 he returned to the diplomatic service and was Ambassador of Serbia and Montenegro in Moscow until 2006 . In this function, he was responsible for Russia , the former Soviet part of Central Asia and Georgia . Subsequently, as a close confidante of Prime Minister Svetozar Marović, he played a key role in promoting the separation of Montenegro from Serbia and the organization of the independence referendum. On November 10, 2006, the new Prime Minister Željko Šturanović brought him into his government as Foreign Minister. In 2012, he was replaced as Foreign Minister by Nebojša Kaluđerović .
