The Mitchell Freeway is an urban motorway in Perth , in the southwest of the Australian state of Western Australia . It connects the Kwinana Freeway and the Stirling Highway in downtown Perth with the northern suburb of Joondalup . It is the northern part of State Road 2 (S2), which it forms together with the Kwinana Freeway and the Forrest Highway .

In Perth city center, the speed limit is 80 km / h, from the junction of the Graham Farmer Freeway and Mounts Bay Road it increases to 100 km / h. The railway line to Joondalup runs along the median of the city motorway. All but two stations are also on the median. A combined foot / bike path runs along most of the route.

The street was named after James Mitchell , a former Prime Minister and Governor of Western Australia.

history

The history of the Mitchell Freeway began with the Metropolitan Region Scheme in the mid-1950s. Originally it was supposed to be called Yanchep Highway (after a suburb of Perth), because that's where the road should end. The original route, as announced in the newspapers in 1961/1962 , ran from what is now Karrinyup Road inland to the intersection of Wanneroo Road and Balcatta Road . The section from Narrows Bridge and Sutherland Street began in 1967 and was completed in 1973. It was called The Western Switch and only acted as a switch for traffic from the Narrows Bridge to the city center and north of it.

Various construction phases were realized in the 1970s, 1980s and early 1990s. In the 1970s, the freeway was extended to Vincent Steet , cutting through the Leederville neighborhood , and then to Hutton Street . In 1983/1984 the next extension to Karrinyup Road and then to Erindale Road followed . In 1986 the freeway was expanded to Hepburn Avenue . The first section of the Reid Highway (S3) (then still North Perimeter Highway ) was built at the same time. In 1988 the Mitchell Freeway was extended to Ocean Reef Road .

In 1991/1992 the entire length of the median was significantly widened to make way for the railway line to Joondalup, which was built as part of the Northern Suburbs Transit System . At that time, the one-way freeway lanes between Loftus Street and McDonald Street were right next to each other. Space for widening was only available on the east side of the street. To make this possible, three new rail / road bridges were built on Vincent Road , Powis Road and Scarborough Beach Road . When the road bridges and road surfaces were completed, the lanes were moved south to make way for the railway line. The bridges and some additional work were funded from the Northern Suburbs Transit System project, while the construction of new lanes was paid for from the usual road construction fund.

After a break of 13 years, a 3 km long section to Hodges Drive was opened in mid-2001 .

The so far last expansion stage, a 4 km long section to Burns Beach Road with exits to Shenton Avenue and an overpass over Moore Drive was opened on November 2, 2008. There was some discussion about this section as the original plan was to build a protective wall several meters high. Opponents objected that this protective wall was an insult to the eyes and would saw the district in two. The planning was changed and the start of construction planned for May 2006 was postponed to December 14, 2006. In September 2008 this section was opened to traffic.

For most of its existence the freeway has had two lanes in each direction, but some areas have been expanded to three to four lanes in each direction over the years to accommodate the growing volume of traffic. The last expansion of this type to three lanes each took place in 1999 between Karrinyup Road and Hepburn Avenue . Further expansion will be inevitable because of the rapid increase in traffic from the city center to the northern suburbs.

The Mitchell Freeway begins at the north end of the Narrows Bridge in Perth as a continuation of the Kwinana Freeway and ends directly north of the suburb of Joondalup on Burns Beach Road in Currambine .

Exits and crossings

All connections and crossings on the freeway are built without any height . In downtown Perth and in '' West Perth '' the only complete connection in all directions is to the Graham Farmer Freeway (S8).

The state government has budgeted AU $ 30 million for widening the Mitchell Freeway north from two to three lanes per lane on the section from Hepburn Avenue to Hodges Drive. The volume of traffic has increased steadily in recent years, so that the traffic volume of 40,000 vehicles per day forecast for 2016 was reached. The resulting traffic jams in the afternoon rush hour increase the risk of rear-end collisions. The expansion work began in February 2013 and, according to current plans, should be completed by the end of 2013 [obsolete] . As part of the project, the existing lanes will then also be renewed in the summer of 2014. [obsolete] Bridge construction work on overpasses and interruptions in rail connections is not necessary during construction.

The freeway will also be extended with an additional lane going north between Perth and Hutton Streets. To this end, the capacity of the Graham Farmer Freeway tunnel will be increased. The project started in February 2013. Completion is expected in December 2013 [obsolete] .

Extensions

There are plans to extend the freeway further north to Yanchep and Two Rocks . Free land was reserved for the extension to the north. In March 2012 the state government announced the establishment of a public working group to extend the freeway. The group worked with Main Roads Western Australia to investigate measures to reduce congestion, with a focus on the next widening of the motorway. Several options were examined before the group released a strategic business model in November 2012. The report recommends a phased approach, starting with improvements on some sections between 2013 and 2015. This would be followed by an extension of the freeway to Hester Avenue by 2017 [obsolete] . The freeway would then be extended to Alkimos in a similar way to a motorway by 2021 . Motorway junctions to Neerabup Road and Hester Avenue have been proposed. In December 2012, the state government announced that the freeway to Hester Avenue would be four miles in 2014 [obsolete] –2015 [obsolete] and 2016 [obsolete] –2017 [obsolete] . The project also includes the junctions to Burns Beach Road and Neerabup Road.

Expansion of motorway junctions

In October 2012, the state government announced the conversion and expansion of the Mitchell Freeway intersection with the Reid Highway. Additional turning lanes and traffic lights are to be installed. The project is an interim solution to reduce congestion and to limit the volume of traffic that occurs on local roads to these roads. The longer-term plan is to upgrade the Reid Highway near the interchange to resemble a freeway , including a second overpass bridge. The motorway-like expansion is planned for 2014–2015 [obsolete] .
