Monroe Leigh
Monroe Leigh (born July 15, 1919 in Halifax , Virginia , † November 27, 2001 in Washington, DC ) was an American lawyer and diplomat .
Life
Leigh received his education at the University of Virginia , where he graduated in law in 1947. This was interrupted by his voluntary military service in World War II , which he performed as a member of the Ninth Air Force . After graduating, he worked as a lawyer in the Washington office of Covington & Burling law firm until 1951 , before entering the civil service for a position with the US Permanent Mission to NATO . In 1959 he switched back to the private sector and worked for the law firm Steptoe & Johnson .
Between 1975 and 1977, Leigh served as legal advisor to Secretary of State Henry Kissinger . In this position he was involved in diplomatic missions in connection with the Mayaguez incident and the Yom Kippur war . He was later promoted to Managing Partner in International Law at Septoe & Johnson . As such, he advised companies on foreign direct investment and energy law . Between 1980 and 1982 he was chairman of the American Society for International Law . He also sat on a commission of the American Bar Association on the subject of war crimes until 2000 and represented the organization at the conference in Rome . In his publications he then criticized the US's refusal to accede to the Rome Statute. On November 27, 2001, Leigh died of acute heart failure in his office . He left behind his wife, Mary Gallaher, and three children.
