Muhamet Kapllani

Muhamet Ismail Kapllani (* 1943 in Kavaja ) is a former Albanian diplomat who served as Foreign Minister of the Republic of Albania in 1991 . He was the last foreign minister of the People's Socialist Republic of Albania . Overall, he served three terms as Foreign Minister, from February 22, 1991 to May 9, 1991, from May 9, 1991 to June 5, 1991 and from May 5, 1991 to December 6, 1991.

Later in his career he was director of the Albanian Institute for Political Studies. At a ceremony by the United States Department of State in Washington, DC , the United States Secretary of State for European Affairs, Raymond Seitz , and Muhamet Kapllani, Albanian Foreign Minister, signed a memorandum of understanding in March 1991 , establishing diplomatic relations between the two for the first time since June 1939 both countries.
