Nasser C. Pangandaman (* in Marawi City , Lanao del Sur Province ) is a Filipino politician .

The Muslim Pangandaman took in 1973, 1979 and 1980 on the Islamic pilgrimage ( hajj ) to Mecca in part and carries since then the name suffix Hajj . At an early stage he was committed to the interests and concerns of the people of Mindanao and was later head of the ARMM delegation at the International Labor Organization (ILO) conference on indigenous peoples in Thailand . In addition, he was a representative of the ARMM on the state visits of President Fidel Ramos to Brunei and Indonesia as well as on other regional and international delegation trips.

Between 1993 and 1996, after being appointed by President Fidel Ramos, he was chairman of the Task Force for the Promotion of Development Projects in the Autonomous Region in Muslim Mindanao (ARMM) and from 1993 to 1995 he was also chief of staff for the governor of the region, Nur Misuari . In 1995 he ran for governor of Lanao del Sur Province . A few years later he became a manager at HNN Ventures.

In March 2002, he was appointed Undersecretary of State for Mindanao Affairs in the Department of Land Reform after the then Minister Rene Villa was given responsibility for promoting the rights and development of indigenous peoples and ethnic minorities . Due to his strong commitment to the population in the south of the Philippines, the government and the ministry initiated several large development projects in the region, which led to an increase in the socio-economic status in Mindanao. Since then, he has had a significant impact on the government's socio-economic reforms.

In 2005, President Gloria Macapagal-Arroyo appointed him Secretary of Land Reform to put the indigenous situation at the center of the Cabinet's social reform initiatives . In his role as minister, he not only advocated an improvement in the living conditions of the indigenous population groups, but also for two other important groups within the population. On the one hand, the Comprehensive Agrarian Reform Program (CARP) was designed for small farmers in particular; on the other hand, funding projects followed for disadvantaged urban residents in need of help.
