Natércia Eufrásia Soares Martins (born May 13, 1980 in Ermera , East Timor ), fighting name Kiki , is an East Timorese policewoman with the rank of superintendent.

Martins is the daughter of Alexandre Martins and Lucia Soares. She attended primary school in Ermera from 1987 to 1993, the pre-secondary school there from 1993 to 1996 and finally the Catholic secondary school Canossa in Ossu from 1996 to 1997, before moving to Dharma Bhakti secondary school in Dili , where she stayed from 1998 to 1999 .

In 1999 the United Nations prepared an independence referendum in East Timor, which has been occupied by Indonesia since 1975 . Martins was involved in the independence movement and assisted the United Nations Mission in East Timor (UNAMET) in Ermera . After the Indonesians left, Martins joined the newly founded East Timorese National Police (PNTL) in 2000 . From June to September 2001 she was Polizeikommandantin the sub-district Hatulia and then to January 2002 by the subdistrict Railaco Subdistrict . From 2003 to 2008 she was a trainer at the Police Academy in Comoro .

In 2010 Martins became the first woman in East Timor to be appointed police commander of a district . She was given responsibility for Liquiçá . In 2011 she, now a mother, completed her four-year law degree, which she carried out parallel to work and family. Martins later took over the command for internal operations (as of 2015) and in 2018 became the police officer in her home municipality Ermera. In 2019 she was selected as one of six women to be trained as a member of the United Nations Peacekeeping Force .

In 2010 Martins received the Medalha Solidariedade de Timor-Leste .

Martins has five children.
