National Council constituency St. Gallen-Stadt
The National Council constituency of St. Gallen-Stadt was an electoral district in elections to the Swiss National Council . It existed from 1890 to 1919 (introduction of today's proportional voting rights ) and covered the area around the city of St. Gallen in the canton of the same name .
Electoral process
This was a plural constituency. This means that although several seats had to be allocated, the majority voting system was used. In the sense of the Romansh majority election , a candidate needed an absolute majority of the votes in order to be elected. Several ballots may have been necessary to distribute all seats. Each voter had as many votes as there were seats to be allocated.
Name and number of seats
St. Gallen City is an unofficial geographical name. In official use, consecutive numbering applied across the whole of Switzerland, arranged according to the order of the cantons in the Swiss Federal Constitution, was common . Due to the changing number over the years, some constituencies were given a new number several times. St. Gallen-Stadt always wore the number 30.
St. Gallen-Stadt initially had 2 seats, from 1902 there were 3 seats, and from 1904 4 seats.
expansion
The area of the constituency was made binding on June 20, 1890 with the "Federal Act on Elections to the National Council" when parts of the constituency of St. Gallen-Northeast were separated. The constituency of St. Gallen-Stadt comprised:
- the city of St. Gallen (former urban area)
- the Tablat district (corresponds to the municipalities of Häggenschwil , Muolen , Tablat and Wittenbach )
The area was enlarged with the “Federal Law Regarding the National Council constituencies” of June 4, 1902, when the constituency of St. Gallen-Northwest ceded a municipality to St. Gallen City. The constituency thus comprised:
- the city of St. Gallen (former urban area)
- the municipality of Straubenzell in the Gossau district
- the Tablat district
The last change in the area came with the “Federal Law Regarding the National Council Constituencies” of June 23, 1911. St. Gallen-Stadt returned three rural communities to St. Gallen-Nordost. The constituency last comprised:
- the city of St. Gallen (former urban area)
- in the Gossau district the municipality of Straubenzell (merged with the city in 1918)
- in the Tablat district the municipality of Tablat (merged with the city in 1918)
In 1919 the five St. Gallen constituencies were merged to form the St. Gallen National Council constituency, which still exists today , in which proportional representation applies.
