New General National Congress

The New General National Congress ( NGNC ; Arabic المؤتمر الوطني العام الجديد, DMG al-Muʾtamar al-Waṭanī al-ʿāmm al-ǧadīd ) is a self-proclaimed parliament of politicians from the blocs and parties that do not recognize the parliamentary election in Libya 2014 for the Council of Representatives in Libya in June 2014. It is based on members of the General National Congress , which was led by an Islamist majority and which arose from the 2012 election for the Libyan National Congress . The GNC is not recognized internationally.

The GNC is mainly supported by Islamist groups. But secular forces like the Democratic Party of Libya also support the New General National Congress. Represented are politicians from the Islamist Muslim Brotherhood , the Union of the Fatherland from Misrata , the Democratic Party of Libya, independent candidates and representatives of the Berber and Tuareg national minorities such as ex-President Nuri Busahmein , who heads the body.

In the course of the renewed civil war , the Fajr Libia military alliance conquered the capital Tripoli in August 2014 . The group described itself as the only legitimate government in Libya and declared the New General National Congress to be the "parliament" of Libya. The self-proclaimed New General National Congress is led by its President Nuri Busahmein and its declared Prime Minister Khalifa al-Ghawi . Nuri Busahmein was formerly President of the internationally recognized first General National Congress that existed from August 8, 2012 to August 4, 2014 and thus also the official head of state of Libya until August 2014.

In May 2014, supporters of the current government attempted a coup under General Khalifa Haftar against the then General National Congress . The Libyan Democratic Party accuses the government of seeking a new dictatorship under General Haftar. Haftar, in turn, accused the General National Congress of supporting terrorism. The forces around Haftar and the internationally recognized government accuse the GNC of wanting to establish an Islamist state of God .

5 + 5 negotiations

Negotiations on the future of Libya began in Berlin on June 10, 2015 at the Foreign Office at the invitation of the German Foreign Minister Frank-Walter Steinmeier . On the international side, representatives of the 5 UN veto powers , as well as representatives from Germany , Spain , Italy , the EU and the United Nations take part in the negotiations. On the side of the Libyan delegations, representatives of the two governments, as well as the two parliaments, independent groups and militias, as well as representatives of the city of Misrata take part. A new joint transitional government is to be achieved, which with international help disarms the militias, restores the security situation in the country, initiates the reconstruction of the country and fights the terrorist group IS . The two parliaments are to be converted into 2 chambers for a transitional period of one year.

According to the United Nations' peace plan, the New General National Congress, as the High Council of State, is to become the second chamber of the new Libyan parliament for the transitional period of one year. This new High Council of State will have 120 members, 90 of them from the GNC . The Libyan government and the Council of Representatives have so far rejected the proposal.

On October 8, 2015, the representatives of the "HOR" and the "GNC" announced a peace treaty. This peace treaty provides for the formation of a unity government, the disarmament of the militias, as well as the division of power and the fight against IS. Ahmed Miitig is to become the new Deputy Prime Minister from the ranks of the GNC .

On October 23, 2015, Islamists shot at a demonstration in Benghazi against the unity government planned by the UN with the unelected GNC. 5 people died.
