The Council of Representatives ( Arabic مجلس النواب Majlis an-Nuwwab , DMG Maǧlis an-Nūwāb  'Assembly of Representatives') is the first chamber of the parliament of Libya . With the parliamentary election on June 25, 2014 , it replaced the General National Congress that had ruled since 2012.

The current speaker of parliament is Aguila Saleh Issa , who is also head of state. His deputies are Imhemed Schaib and Ahmed Huma.

30 of the total of 200 seats are reserved for women. The council of representatives is elected by a trench voting system . 40 MPs are elected by majority vote , but by majority vote in the sense of representative election in constituencies with one representative each. 80 MPs are elected by simple, non-transferable votes in 29 constituencies with multiple representatives. The remaining 80 MPs are elected by proportional representation.

After the counter-government with its military alliance Fajr Libia conquered Tripoli in the course of the civil war from 2014 , the parliament no longer has its seat in the capital, but in Tobruk . While the 2015 peace plan for Libya provides for the legislative power to have its permanent seat in Tripoli, the Council of Representatives is considering staying in Tobruk permanently.
