The High Council of State ( Arabic المجلس الأعلى للدولة al-Majlis ad-ala li-d-daula , DMG al-Maǧlis al-aʿlā li-d-daula ) is the second chamber of the Libyan parliament according to the peace treaty of Skhirat of December 17, 2015, which ended the civil war in Libya 2014 / 16 should end. As an advisory chamber, it should support the Council of Representatives in the implementation of the peace agreement andhelpthe new unity government under Fayiz al-Sarradsch to restore the country's unity.

The State Council met for the first time on February 27, 2016. The opening ceremony took place at the Radisson Blu Al Mahary Hotel in Tripoli . On April 22, 2016, the board moved to the Rixos Al Nasr convention center .

In August 2016, a rival High State Council was proclaimed in Benghazi , whose 94 members wanted to join the High State Council in Tripoli. On September 21, 2016, the High Council of State assumed legislative functions.

On October 14, 2016, supporters of the General National Congress stormed the building of the High Council of State. Then there was fighting between supporters of Khalifa al-Ghweil and Fayiz al-Sarradsch . Since then, the High Council of State has met again at the Radisson Blu Al Mahary Hotel.
