The National Assembly ( fr . : Assemblée Nationale du Bénin ) is the parliament in the unicameral system of the West African state of Benin . The National Assembly consists of 83 members. It is the second most important institution in the state after the president. The seventh legislative period is currently taking place.

history

The forerunner of the National Assembly was officially established in the independence process on February 18, 1959. This institution was replaced on November 4, 1960 by the Constituent Assembly of Benin after full state sovereignty was achieved . On November 26, 1960, it passed the first constitution of the new West African country. This was finally replaced at the beginning of 1964 by a new assembly, which in turn passed a new constitution on January 11, 1964 with additional rights for the legislature. A socialist turn in political life followed and a one-party system was introduced, which ruled with the exclusion of parliament. However, after the introduction of a new constitution in 1974, the parliament was reinstated and renamed the Revolutionary People's Assembly of Benin ( Fr . : Assemblée Nationale Révolutionnaire ). After the revolution in 1990, the High Council of the Republic ( French : Haut Conseil de la République ) was set up temporarily from February 28, 1990 to March 31, 1991 . This was followed by the National Assembly, which still exists today.

Electoral system

The composition of the parliament is determined every four years according to proportional representation . The current electoral law dates from January 15, 1995. This stipulates that the 83 members of parliament are elected in 24 different constituencies . All citizens of Benin who have reached the age of 18 and are in full possession of their social and political rights are allowed to vote. Members of Parliament must be 25 years of age, born in Benin and have lived there for at least one year.

President

The President of the National Assembly is elected by all members of Parliament in a secret ballot. He is the second most important person in the state after the President . In the event of the head of state failing, the President of the National Assembly takes over his duties under Article 50 of the Benin Constitution.
