The National Assembly ( French Assemblée nationale du Sénégal ) is the parliament in the unicameral system of Senegal , which is elected for five years. According to Senegal's constitution, it has consisted of 165 members since 2017.

history

After independence and the breakup of the Mali Federation was with law n ° 60-44 of 20 August 1960 in the selected on March 22, 1959 Legislative Assembly , the first Assemblée nationale du Sénégal (National Assembly) of Senegal. This parliament had 80 members. The 2nd National Assembly was elected on December 1, 1963. The following elections took place every five years up to the election of the 8th National Assembly in 1993, at the same time as the election of the President. Long-time President of the National Assembly from 1968 to 1983 was Amadou Cissé Dia . Parliamentary and presidential elections have been falling apart since 1998, as the presidential term of office was extended. The 9th National Assembly lasted only three years. The 10th National Assembly was elected on April 29, 2001, which in turn was only replaced by the 11th National Assembly six years later after the election on June 3, 2007. Now the parliamentary elections took place in the same year as the presidential elections, just a few months later. The 12th National Assembly resulted from the elections on July 1, 2012, and the current 13th National Assembly was elected on July 31, 2017.

Little by little the National Assembly was enlarged. From 1978 it had 100 members, from 1983 there were 120, from 1998 140 and from 2001 the National Assembly was again reduced to 120 members. In the 2007 elections there were 150 seats and in 2017 the number rose to 165.

Electoral system

Parliament is directly elected by the people . The 45 departments of Senegal each form an electoral district from which one to seven members can be elected with a simple majority, depending on the number of inhabitants . In this way, 90 mandates are awarded. Eight constituencies were created in 2017 for those eligible to vote abroad, from which 15 mandates can be filled with majority voting. The remaining 60 mandates are awarded from the nationwide candidate lists according to the principles of proportional representation. The right to vote is tied to the age of 18 and citizenship. The eligibility is given from the age of 25. There is no compulsory voting .

Parliament seat

The National Assembly has its seat in the capital Dakar . The Parliament building is located on Place Soweto in the Dakar Plateau district , which includes the historic city center. The building was completed in 1956 and originally served as the venue for the Grand Conseil de l'Afrique Occidentale Française in what was then French West Africa .
