The Lower Saxony State Office for Teacher Education and School Development ( NiLS ) is a former authority of the State of Lower Saxony , which was merged with the Lower Saxony School Inspection (NSchI) on January 1, 2011 to form the Lower Saxony State Institute for School Quality Development . On February 1, 2004, the State Office, based in Hildesheim , took over the essential tasks of the former institutions Lower Saxony State Examination Office for Teaching Positions (NLPA) and Lower Saxony State Institute for School Development and Education (NLI).

The NiLS was subordinate to the Lower Saxony Ministry of Culture . The central tasks of the state office were the implementation of the first and second state examinations in all teaching posts within the framework of teacher training, the initiation and support of quality assurance in schools and the school system, as well as the support of national evaluation projects.

Areas of responsibility of NiLS for the school system

To fulfill these areas of responsibility, NiLS operates the Lower Saxony Education Server (NiBiS), among others .

The main responsibility for the first and second state examinations for all teaching posts is assumed by the head office of the state office. The NiLS ensures compliance with the examination regulations and guarantees uniform national examination standards. The NiLS is also responsible for the comparability of the assessment of examination performance in the context of the state examinations at universities. The branch offices at the university locations are maintained for this purpose. These ensure the legality of the examination and investigate complaints. The examination office for the acquisition of the subject-related university entrance qualification is also assigned to the NiLS.

The State Office determines the need for support formulated by the schools and school authorities and develops support offers. Technical advice to schools and school authorities in the implementation of educational policy decisions is also offered by the NiLS. The principle of proximity to the school and location applies to school development and internal evaluation .

The Ministry of Education and Cultural Affairs can limit the scope of the tasks of the NiLS or assign new tasks to the State Office, in particular in connection with the reorganization of school administration and school supervision. Based on a coalition agreement of February 25, 2008, the NiLS was commissioned with the establishment of a management academy for the school system in Lower Saxony.

The SEIS Germany office has been set up at NiLS since October 2008. SEIS ( self-evaluation in schools ) currently provides around 5,000 schools with questionnaires for quality improvement and evaluates them in the form of reports. The client is a consortium of countries. Over 1,000,000 students, teachers, parents, employees and trainers have now been surveyed with the help of SEIS.
