Norihisa Satake ( Japanese 佐 竹 敬 久 , Satake Norihisa ; born November 15, 1947 in Kakunodate , Semboku County (now: Semboku ), Akita Prefecture ) is a non-party Japanese politician and governor of Akita.

Satake, a graduate of Tōhoku University , was an official in the prefecture administration from 1972. In 1997 he left the civil service career to prepare for his move into politics. From 2001, Satake was elected mayor of Akita City for the first of two four-year terms . From 2007 he sat the "National Mayors' Conference " ( zenkoku shichōkai ). He resigned in February 2009, five months before his mandate expired.

His candidacy as an independent in the gubernatorial election on April 12, 2009 was supported by the LDP Akita, but also by the Social Democrats and union representatives. He won by over 50,000 votes over Hiroshi Kawaguchi, who was supported by the Democrats , and two other candidates. The election was after the corruption scandal surrounding the democratic party leader Ichirō Ozawa in March 2009 as a mood test for the Shūgiin election in 2009 , in which Ozawa wants to challenge the unpopular Prime Minister Tarō Asō .

Satake took over the governorship on April 20, 2009 from predecessor Sukeshiro Terata .
