The Norwegian Audio and Braille Library ( NLB ) is a public library that produces and lends audio books and books in Braille . The offer is aimed at everyone who regularly has difficulties reading printed texts and books, be it due to reading and spelling disorders , visual impairments or other circumstances. The library is for Norwegian compatriots and its service is free. The books will be sent free of charge on CD , downloaded or streamed from the NLB website . NLB is Norway 's largest producer of audio books and books in Braille. The library has around 15,000 audio books and 6,000 Braille books (2011). The NLB Student Service provides students at universities, technical colleges and vocational schools with curriculum literature.
Section 17 of the Norwegian Copyright Act allows the NLB to produce and lend adapted literature.
history
In 1910, the Norwegian Association of the Blind opened the country's first Braille library for the blind in Bergen . Departments in Oslo and Trondheim opened in 1913 and 1916, respectively. The Norwegian Association of the Blind ran the Braille libraries until 1989 when responsibility for library services for the blind and print disabled was transferred to the State Ministry of Culture and Church Affairs . In 2007 the NLB branches in Bergen and Trondheim were closed. The entire production and rental of audio and Braille books is now done in the Oslo office.

The NLB has 49 employees (2011). In addition, 59 people are employed as readers and text advisors. The director is Øyvind Engh.
The NLB Board of Directors is appointed by the Ministry of Culture. The chairman is Trygve Nordby.
Services
NLB is both folk and teaching library . Registered members have access to the entire book collection. The library offers fiction and non-fiction as well as subscription magazines and some newspapers . Visually impaired students have a right to required teaching materials. Pupils with reading and writing disabilities or other print disabilities are allowed to borrow audio books that are held by the NLB or that have been produced by a partner library of the NLB in another country.
The NLB's holdings are searchable and registered users can order books or download or stream them directly from the NLB's website.
NLB provides library services to anyone who has evidence of difficulty reading printed text. Enrollment with the NLB requires an official confirmation (for example from a doctor, a nurse, ...) about the need for appropriate literature. The blind and visually impaired who belong to the Norwegian Association of the Blind do not need to provide evidence. Schools that have students with reading difficulties are eligible to borrow. The same applies to institutions with print-disabled users. The school or institution registers members through a contact person.
Audio books
Audio books are read in by professional speakers in NLB studios. It also buys audiobooks produced by commercial publishers. These are converted into the DAISY format prior to rental . All NLB audio books are in DAISY format. This is a digital format that allows audio books to be navigated similarly to traditional books. In order to be able to use all the advantages of the functionality of a DAISY book, it is recommended to use a DAISY player or EasyReader Express, an integrated playback software for PCs for all audio books of the NLB.
The audio files of a DAISY book are encoded in MP3 format. The books can also be heard on any MP3-compatible playback device, in which case navigation options are limited. Visually impaired people can borrow DAISY players from the aid centers of the Norwegian Labor and Welfare Authority ( NAV ) in their county.
In 2008, a new audio book agreement was signed between the government and rights holders. The agreement allows the NLB to loan an unlimited number of copies of protected audiobooks, eliminating waiting lists.
Speech synthesis
An increasing number of books are being produced using speech synthesis . Half of the scientific literature and the audio output of most magazines and newspapers come from this source. Speech synthesis audio is available in full-text books, the text of which can be displayed on the PC during the lecture. In 2009 the NLB published the speech synthesis software "Brage". Brage is being developed in partnership with the Swedish Talboks och punktskriftsbiblioteket (TPB) and with funds from Norsk språkbank .
Braille books
NLB mediates the production of texts in Braille. Braille books are printed on request from the Blindenverlag in Bergen and delivered as a booklet. In addition to books, members of the NLB can also subscribe to newsletters, magazines and novels in Braille.

NLB cooperates with several interest groups and others who deal with the target group of NLB.
DAISY consortium and Norwegian DAISY consortium
Participation in the DAISY Consortium (DC) is essential to the development of the NLB. NLB is represented on the consortium board.
In 2006 the NLB initiated the establishment of the Norwegian DAISY consortium (NDK). The Norwegian is affiliated to the international consortium and consists of the following members: the Huseby kompansesenter , the Bredtvet kompansesenter , the Kristent Arbeid blant Blinde og svaksynte (KABB), the Tambartun kompansesenter , the Nasjonal Pådriver , the Norges Blindeforbund and the Norsk lydbiblieskrift (NLB).
International Federation of Library Associations and Institutions (IFLA)
NLB is a member of the Standing Committee of the IFLA section of Libraries Serving Persons with Print Disabilities (for example, “Libraries for people with print disabilities”). The main aim of the section is to make the same library services available to people with visual and print disabilities as others. NLB is also a participant in the TIGAR project. This is a collaboration between IFLA Sections and the DAISY Consortium. The aim of the project is to ensure that the visually and reading impaired have direct access to the literature they want in digital form, regardless of where they are. The supply is guaranteed through international cooperation and data exchange.
Nordic collaboration
NLB cooperates with corresponding libraries in other Nordic countries : the Danish Nota , the Swedish Talboks- och punktskriftsbiblioteket (TPB), the Icelandic Blindrabókasafn Íslands and the Finnish Celia .
In autumn 2009 the library signed an agreement on the cross-border exchange of literature. The agreement covers both finished productions and access to files in order to produce literature in the desired format. The agreement increases the offer for the target group and helps to avoid unnecessary duplicate productions. In addition, the contract enables library members to borrow literature adapted from the offers of libraries in other Nordic countries.
