The Northern Panhandle of West Virginia ( Pfannenstiel ) is a special cultural and geographical terms region within the US -amerikanischen state of West Virginia . It represents the northernmost part of the state, which is bounded to the north and west by the Ohio River , which forms the border with Ohio . To the east the area borders on Pennsylvania . The southern border to the rest of West Virginia is the extended Mason-Dixon Line .

Like the area around Pittsburgh , the Northern Panhandle is counted more to the Midwest than the Northeast due to its location on the Ohio west of the Appalachians .

Often, Wetzel County, immediately south of Marshall County, is also included in the Northern Panhandle.

The major cities in the Northern Panhandle are Wheeling , Weirton and Moundsville .

There are three higher education institutions in the region: the public West Liberty University , the private Bethany College, and the Catholic Wheeling Jesuit University .

In the late 19th century, the Northern Panhandle developed into a heavily industrialized region. In particular, the steel industry and glass production became important. In the meantime, however, many of the industrial plants have been closed as elsewhere in the entire Rust Belt .
