Novruz İsmayıl oğlu Məmmədov ( Russian: Новруз Исмаил оглы Мамедов Novrus Ismail ogly Mamedow , born March 15, 1947 in Babək , Azerbaijani SSR ) is an Azerbaijani politician . From April 21, 2018 to October 8, 2019 he was Prime Minister of Azerbaijan . Məmmədov is a member of the presidential party Yeni Azərbaycan (Eng. New Azerbaijan ).

Məmmədov finished his advanced education in 1964 and then studied French at the Faculty of European Languages ​​at the Azerbaijani Pedagogical Foreign Language Institute. He graduated with honors and worked as an interpreter and chief interpreter from 1968 to 1968 and from 1978 to 1981 in Algeria and from 1971 to 1973 in Guinea . In 1991 he obtained a doctorate in philology . He then worked at the Azerbaijani Pedagogical Institute from 1992 to 1993 as dean of the Preparatory Faculty and from 1993 to 1997 as dean of the French Language Institute. To this day he is the head of the Department of Lexicology and Stylistics for the French Language at the Language University of Azerbaijan.

He began his political career on April 12, 1997 when President Heydər Əliyev appointed him head of the international relations department of his administration. From 1995 to 1997 he had already worked as an interpreter for Əliyev. In 2002 he was also appointed ambassador extraordinary and plenipotentiary. In 2005 he became a member of the national UNESCO commission. From June 2017, he was the President's Assistant for Foreign Affairs and Head of Department.

From April 21, 2018 to October 8, 2019, he was appointed Prime Minister by decree of President Aliyev; the decree came into force immediately after it was signed by the President.

Məmmədov is fluent in Azerbaijani , Turkish , French, Russian and English . He is married and has three children and grandchildren.
