Onlinerland Saar is an internet qualification initiative in Saarland . Since it was founded in 2005 by the MedienNetzwerk SaarLorLux e. V. (MNS) and the Landesmedienanstalt Saarland (LMS), the aim is to make it easier for Saarlanders to get started on the Internet and to deepen their knowledge. The project is supported by the Saarland State Chancellery and the Saarland Ministry for Social Affairs, Health, Women and Family. The initiative has been under the patronage of the Minister President of Saarland since the beginning . In January 2016, the Saarland-wide campaign was extended for the fifth time. In the 5th phase of the campaign, the internet courses take place with tablets and enable the participants an intuitive and easy access to the internet.

Target groups and goals

"Onlinerland Saar" would like to increase the internet usage of all population groups in Saarland with targeted campaigns (e.g. training series). The focus is on promoting the Internet media skills of senior citizens , women, rural populations and the low-skilled and making people aware of the added value that the Internet offers. These target groups were selected because, according to the (N) Onliner Atlas , a study by TNS Infratest and the D21 initiative on Internet use in Germany, they have so far been very disadvantaged in Saarland. Due to the pronounced demographic change in Saarland, these population groups are also strongly represented in Saarland.

The aim of the "Onlinerland Saar" campaign is to relieve these target groups of existing fears when dealing with the Internet, to illustrate the advantages that the Internet and the mobile Internet offer them specifically ("personal use") and thus their interest in using it to strengthen. In addition to imparting technical and instrumental handling skills, imparting qualitative internet skills is a key objective of the campaign. In this way, the participants not only learn the technical operation of a tablet, but also how to deal appropriately, critically and socially responsible with the content called up. The aim of the project is to enable the participants to use the Internet independently for their own needs and interests, to let them participate in social development and to integrate them socially. This is the only way to counteract a division in society (“ knowledge divide hypothesis ”), prevent the digital divide and ensure equal opportunities. That is why access and media-competent participation in media communication must be ensured for all social groups.

Campaign content

The "Onlinerland Saar" campaign pursues these goals in various ways, with the campaign's own series of events and the "Virtual Multi-Generation House" project forming the basis.

Event series

The campaign is offering two different training courses in order to reduce fears about Internet use. This includes the three-hour basic course “Coffee and Cake Tablet” and the three-hour advanced course “Communication with Tablets”. The offers deepen specific subject areas and show the various services and applications of the mobile Internet in practice.

The respective events are one-time free events that are held on site in a public facility or in the rooms of an association with a group of at least 10, at most 20 participants and provide an initial insight into the subject of "mobile Internet". The campaign provides the concept, speaker and - if required - technology (tablets and internet access) free of charge.

Onlinerland Saar tablet consultation

In the two-hour tablet consultation hour, tablet PC beginners learn - regardless of whether they have previous experience with the tablet - how the touch-sensitive screen surface of the device is operated, which functions the tablet fulfills, how texts can be entered with the tablet and what "apps" are. After a brief introduction to the operation of the tablet, the participants can explore the device and the Internet on their own. If you have any questions, a specialist is at your side with advice and action. There is the possibility of bringing your own equipment and solving minor problems as far as possible on site.

The virtual multigenerational house

In terms of content, “Onlinerland” will be divided into two modules in 2016 and 2017: In addition to the continuation of the previous courses using only tablet PCs, a second module, the virtual one, is being developed in cooperation with the Ministry of Social Affairs, Health, Women and Family Multi-generation house, carried out.

The “virtual multigenerational houses” will be set up in four model communities with 15 participants each. The participants are provided with tablet PCs for the duration of the project, which they use to communicate with each other and to make their lives “smarter” in old age. The project is coordinated by the office of the "Onlinerland" in Saarbrücken and by regional contacts provided by the municipalities.

The aim of the new project is to expand the meeting space on site with interactive communication possibilities or to build a completely new "virtual multi-generation house", independent of the existing houses. This should enable Saarlanders to network with one another across generations in both real and virtual life. In the medium and long term, this can significantly strengthen neighborhood help. The overall social problem of the isolation of the elderly and physically handicapped people can also be counteracted by the integration that takes place here.

As part of the project, the participants should, among other things, be able to communicate and exchange ideas independently with the help of tablets. In order to achieve this goal, each participant will receive a tablet on loan for the duration of the project, which will run until December 31, 2017. In order to learn how to use the tablet, the two three-hour courses "Coffee-Cake-Tablet" as an introduction and the advanced course "Communication with Tablets" are held at the beginning of the project. In addition, regular “tablet parties” are organized where the participants have the opportunity to exchange ideas.

Onlinerland Saar Internet sponsorships

With this idea, the "Onlinerland Saar" campaign picks up on the sponsorship concept of the "Internet Experience" project, in which Internet-savers (sponsors) support Internet newcomers (sponsored children) in a private setting in getting to know the Internet and pass on their knowledge. "Onlinerland Saar" helps to bring the sponsorships together and supports the sponsors with instructions and information material.

Awards

In 2007, the “Onlinerland Saar” campaign was recognized with first place in the 1st Saarland further education award. The prize advertised by the “SaarLernNetz” campaign under the leadership of the German Research Center for Artificial Intelligence (DFKI) honors training providers from the region who deal with demographic change in an exemplary manner and actively help shape it. The prize was awarded by the DFKI in cooperation with the State Committee for Further Education, the Ministry for Education, Family, Women and Culture and the Ministry for Economy and Science.

In 2009, “Onlinerland Saar” was awarded first prize in the “Seniors” category in the “ Paths to the Internet ” competition organized by the Federal Ministry of Economics and Technology . In his laudation on the occasion of the award ceremony, the Parliamentary State Secretary in the Federal Ministry of Economics, Hartmut Schauerte , emphasized , "With the 'Coffee-Cake-Internet' concept, the 'Onlinerland Saar' initiative has succeeded in getting the older generation enthusiastic about the Internet."

In 2010 the Federal Ministry for Family, Seniors, Women and Youth honored the work of the campaign with a certificate.

In 2015, “Onlinerland Saar” was one of the winners in the Awarded Places in the Land of Ideas 2015 competition, which was advertised by the Germany - Land of Ideas initiative and Deutsche Bank (motto “City, Country, Network! Innovations for a digital World"). In the election for the audience winner, "Onlinerland Saar" finally achieved 11th place.
