Organization of Conjointe de Coopération en Matière d'Armement
The OCCAR ( O rganization C onjointe de C ooperation en Matière d ' Ar mement ; German Organization for Joint Armament Cooperation ) is an international organization that was established for the efficient and effective management of existing and future joint armament projects. The head office is in Bonn . It has further offices in Paris , Toulouse , Seville , Munich , Rome and La Spezia . OCCAR currently employs around 300 people (2019).
history
OCCAR was founded on November 12, 1996 by an agreement between the Defense Ministers of Italy , France , Germany and the United Kingdom . Belgium and Spain joined in 2003 and 2005 respectively.
By ratifying the OCCAR Convention ("Convention") by all member states on January 28, 2001, the OCCAR acquired its own legal personality .
Set of rules
Other European countries can join the OCCAR if they are substantially involved in at least one OCCAR program and ratify the OCCAR Convention.
States also have the option of participating in a program without being a member of the OCCAR. The Netherlands , Turkey , Sweden , Finland , Poland , Lithuania and Luxembourg are currently participating in various programs.
The Board of Supervisors (“BoS” / Supervisory Board) is the highest decision-making body of the OCCAR as an overall organization and is made up of the defense ministries of the member states. The individual programs are overseen by program-specific “Program Boards” (strategic decisions) and “Program Committees” (operational decisions). The “OCCAR Executive Administration” (OCCAR-EA) is the executive authority that manages the programs according to the decisions of the supervisory bodies. The OCCAR-EA is headed by the OCCAR Director (“Director”) and consists of the Central Office, which performs basic and supporting tasks, and the specific program departments (“Program Divisions”). Smaller projects can also be managed from the Central Office ("Program Management Cells").
