Bong, a young policeman known for his unorthodox methods, works together with an older colleague Na in the homicide department in Seoul . For some time now, the city has been plagued by a mysterious series of murders that require the deployment of a special task force led by Pyos. An anonymous murderer who goes under the pseudonym “Dr. Q “is up to mischief, bestially executed convicted criminals who were previously unpunished for lack of evidence. The self-proclaimed avenger always leaves a tarot card as his "trademark" at the crime scene . Furthermore, he films every murder with a digicam and then puts it “ online ” as a video on his website .

One day a high-ranking police chief is found murdered and the special unit that has been summoned manages to create a phantom image through an eyewitness that shows his former partner Park. In addition to the tarot card, the video arouses the interest of Pyo, who has considerable doubts about the authenticity of the recent murder video. Rather, he does not believe in a lone perpetrator, but the current situation overtakes him because Dr. Q meanwhile announced another murder on his website and finally carried it out. Bong and Na are now assigned to work with the special task force to uncover a leak within the police for organized crime.

When Dr. Q later reports in an internet forum, Kang manages to locate him in an internet café . When they visit the facility, Na is able to track down a suspect who, however, escapes him. Bong then takes up the pursuit of the fleeing person and confronts them after a wild chase . A fight ensues and the escaping person, a reporter, is killed. After the alleged serial killer has been caught, there are disagreements within the police station, since from now on everyone is suspected of being an informant. The situation comes to a head when the chief police chief decides to dissolve the special task force.

When the businessman and money launderer Song is found shot dead, Park also answers again, who is in possession of his cell phone, on which a conversation between Song and the chief police officer is recorded. This conversation proves the corruption of the chief police officer. When Park tries to hand the cell phone over to his old companion and homicide squad Kim, a showdown ensues. In a wild shootout with innumerable dead, Na is revealed as an avenger, who then shoots himself.

At the end of the film, Bong and Kang, who openly feel a certain sympathy for each other and work together on the homicide squad, rush to a murder case where Pyo joins them. The murder case is withdrawn from the trio by a new special detachment - that's how the film ends.
