The H and P phrases ("Hazard and Safety Instructions ", English h azard and p recautionary ) and the supplementary EUH phrases are brief safety instructions for hazardous substances that are part of the globally harmonized system for the classification and labeling of chemicals (GHS) be used. The H and P phrases have an analogous role in the GHS labeling as the R and S phrases used in the EU labeling .

The United Nations GHS is a globally standardized system for the classification of chemicals and their labeling on packaging and in safety data sheets . The H and P phrases are short texts ( English statements ) with important safety information for the labeling of hazardous substances:

  • The H-sets ( Hazard Statements ) describe hazards (engl. Hazard ), which emanate from the chemical substances or preparations;
  • the P-phrases ( Precautionary Statements ) give safety instructions (English. precaution , Safety ' , Caution') in dealing with it.

The system has the following modular structure:

  1. An extensive range of texts for possible dangers and necessary safety instructions was created, for which a code of the form "H" + 3-digit number or "P" + 3-digit number was created - the first digit stands for the grouping the danger (example 2 = physical hazards ) or the safety instruction (example 2 = precautionary measures ), the last two digits are sequential numbers, with the H-phrases grouped according to the hazard classes (example: H200 ff = unstable explosive substances [...] , H270 ff = inflammatory (oxidizing) effect ). Further subdivisions with trailing letters occur.
  2. In an extensive list , for each substance / preparation it is listed which H- and P-phrase codes of the hazards and safety methods are specifically relevant.
  3. Every coding includes a standardized text that is available in a large number of languages.
  4. A label is to be attached to the packaging , on which, in addition to product identifiers and hazard pictograms (about the type of hazard), a general signal word ("Caution" or "Danger") appears in large letters , then all H-phrases and all P-phrases as Continuous text - this also applies to the safety data sheets .

This results in a uniform appearance for all countries with basic information about the hazardous substance standardized in all languages. The end user does not come into contact with the system of coding the sentences, but always finds a closed, readable text.

A clear example: a sample for a label

Due to the stricter EU legislation, the EU has modified the international GHS by adopting the wording of several texts of previously prescribed R-phrases and additional information and adding them to the GHS in the form of EUH-phrases (additional hazard characteristics and labeling elements) . These sentences describe dangers going beyond the GHS and are to be added - only within the EU.

H400 Series: Environmental Hazards

EUH phrases

In addition to the H-phrases from the GHS, the EU uses other EUH-phrases. Most of these are labels that were defined as R-phrases in the former EU labeling system, but that were no longer taken into account in the negotiations on the GHS. In this way, the EU is safeguarding its existing acquis before the introduction of the GHS. All records that have not been renumbered are given the identifier "EUHxxx", whereby the number corresponds to the former R record number. For example, "EUH032" is the former R phrase 32.

Notes on insertions (...)

The person who is responsible for the labeling and the insertions (...) is the person who " puts the goods on the market" for the first time within the EU in the current packaging - this can also be an importer or dealer who puts the goods on the market in their own packaging.
