Pankraz Germann

Pankraz Germann (* 23. March 1764 in Schwarzenbach , † 1. December 1828 in St. Gallen ) was Chamber secretary of St. Gallen Abbot Pankraz Vorster and later St. Galler Government .

The son of Franz Joseph Germann, Obervogt auf Iberg , was a Catholic and a citizen of Lichtensteig and later of Schwarzenbach. In 1819 he married the wealthy Maria Josepha Falk. After studying law in Salzburg , he followed the family tradition and entered the service of the Prince Abbey of St. Gallen . In 1796 he became chamber secretary to Abbot Pankraz Vorster.

In 1798, Pankraz Germann was a member of the Grand Council of the Helvetian central government and the administrative commission of the Säntis canton, and from 1803 to 1815 St. Gallen's government councilor. In this capacity he agreed to the abolition of the pen in 1805 . From 1815 he presided over the appellate court . Germann was in charge of the creation of the first cantonal penal code of 1819. His career exemplifies that of a man who is able to assert himself in an influential position in changing political circumstances.
