Lawyer Pap Cheyassin Secka founded the radical political party National Liberation Party in 1975 to run in the 1977 general election. However, Secka could not win his constituency Sabach-Sanjal and experienced a second defeat when a by-election was carried out for the constituency of Banjul Central after the death of the UP candidate. After this double defeat, he disbanded the party in 1980 and made connections with the Gambian Socialist Revolutionary Party (GSRP).

As a result of the implications in the suppressed coup of July 30, 1981 , Secka was sentenced to death . The sentence was later commuted to imprisonment. After the early release, Secka worked again as a private lawyer in Banjul and took part in public life.

Later he was appointed under President Yahya Jammeh as Minister of Justice and Attorney General ( English Attorney General and Secretary of State for Justice ) of the Republic of Gambia on March 9, 2000 in the cabinet . He was the successor to Fatou Bensouda , who left the judicial service and settled as a lawyer in Banjul.

Secka was in office until January 30, 2001 and was replaced by Joseph H. Joof .

In 2005 he was linked to a corruption affair. A conviction was suspended by the Supreme Court and the acting Attorney General appealed. In July 2008, the appeals court recommended that the Supreme Court's decision be recognized in Secka's favor.

Secka died on March 29, 2012.
