Payao is a Filipino municipality in the province of Zamboanga Sibugay on the island of Mindanao . It has 31,686 inhabitants (August 1, 2015 census).
history
In October 2011, thousands of residents fled the city after fighting between government forces and the Moro Islamic Liberation Front (MILF).
