Noëlle Lenoir (born April 27, 1948 in Neuilly-sur-Seine ) is a French lawyer and politician. She was the first woman to sit in the Conseil constitutionnel from 1992 to 2001 . She was then Minister for European Affairs from 2002 to 2004.

Life

After the baccalaureate (high school) Lenoir studied at Sciences Po (Sciences Po), the diploma she received 1968th In 1971 she did her maîtrise at the University of Panthéon-Assas (Paris II) and in 1972 the DESS in public law at the Université Paris 1 Panthéon-Sorbonne .

Noëlle Lenoir was an administrator in the Senate from 1972 to 1982 . Between 1982 and 1984 she was Director of the Commission Nationale de l'Informatique et des Libertés (CNIL, National Commission on Information Technology and Freedom). From 1984 to 2001 Lenoir sat in the highest administrative court, the Conseil d'État , and from 1988 to 1991 was chief of staff of the Minister of Justice Pierre Arpaillange . From 1989 to 1995 she was mayor of the small municipality of Valmondois in the Val-d'Oise department , supported by the Parti socialiste (PS).

She then worked for bioethics for Prime Minister Michel Rocard (PS) between 1990 and 1991 . During this time she wrote the report Aux frontières de la vie (To the limits of life, Paris 1991). In 1992 Noëlle Lenoir was President of the European Group on Ethics at the European Commission . From 1993 to 1998 Lenoir was President of the UNESCO International Bioethics Committee . There she was responsible for the Universal Declaration on the Human Genome and Human Rights , which was adopted by the General Assembly of the United Nations in 1998 .

In March 1992, the President of the National Assembly , Henri Emmanuelli (PS), appointed her a member of the French Constitutional Court, the Conseil constitutionnel , of which she was a member until 2001. Then Lenoir was again a member of the Conseil d'Etat (highest administrative court). She was also visiting professor for biotechnology law and European law at Columbia Law School in New York (2001–2002) and visiting professor for comparative constitutional law at University College London (2001–2003) and chronicler for the French magazine L'Express . From June 17, 2002 to March 29, 2004, Lenoir was Minister for European Affairs in the center-right cabinet of Raffarin II . In 2003 she was the government representative for Franco-German cooperation .

Noëlle Lenoir has been practicing as a lawyer since 2004, initially with Debevoise & Plimpton , before moving to Jeantet & Associés Paris in 2009 . Since 2011 she has been a partner at the law firm Kramer Levin Naftalis & Frankel in Paris. There she works in the area of compliance , international investigations, public law and competition law. At the same time, she has been honorary professor and president of the European Institute at the HEC Paris business school since 2004 . She is the founding president of the Cercle des Européens , a think tank for discussions on European issues.

From 2005 to 2007 Lenoir was the presenter of the program Les grands débats du jeudi ("The Big Thursday Debates") on the radio station BFM . Between 2006 and 2007 she was project leader on the statute of the European company , on behalf of the French Minister of Justice Pascal Clément ; the report was submitted on March 19, 2007. From 2007, Noëlle Lenoir was a chronicler of Europe for the French newspaper La Tribune . From 2018 to 2019 she was president of the scientific and ethical committee of the online portal for the allocation of study places Parcoursup at the Ministry of Science.
