Henri Emmanuelli
Henri Emmanuelli (born May 31, 1945 in Eaux-Bonnes , today Département Pyrénées-Atlantiques ; † March 21, 2017 in Bayonne , Département Pyrénées-Atlantiques) was a French politician .
Life
Emmanuelli grew up in a village in the Pyrenees in a communist family home, on his father's side the family is of Corsican origin. At the age of 13 he lost his father, who worked as an electrician and died of an electric shock. He graduated from SciencesPo and then worked for the Rothschild Bank.
In 1971 Henri Emmanuelli joined the Parti Socialiste after having been involved in the Commission for the Reform of the Institutions of the Republic (Convention des Institutions Républicaines) . Party politics drew him to the Aquitaine region , in the south of which he grew up. In 1973, at the age of 27, he was first put up as a candidate for the parliamentary elections. When he was beaten in the constituency of Lot-et-Garonne , he moved to the Landes department , where Francois Mitterrand , who later became President of France , owned a country house.
In 1978, at the age of 32, Emmanuelli became a member of the National Assembly for the Landes department . From 1981 to 1986 he was State Secretary in the governments of Pierre Mauroy and Laurent Fabius . After leaving the government, Emmanuelli resumed his parliamentary mandate and was President of the National Assembly from 1992 to 1993. From 1982 he was also chairman of the regional council of the Landes department.
From 1994 to 1995 Emmanuelli was first secretary (party chairman) of the Parti Socialiste. He applied for his party's presidential candidacy in 1995 , but was defeated by Lionel Jospin , who also succeeded him as First Secretary.
Emmanuelli lost his political mandate in 1997 when he was denied eligibility for two years because of illegal party funding. In 2000 he returned as a member of the National Assembly and was again President of the General Council of Landes. He exercised both mandates from then until his death.
As part of the 2005 referendum campaign , he publicly advocated a rejection of the European Constitution , thereby breaking the party's official line. He opposes the conception of Europe contained therein with his ideal of a federalist union, which he presented in detail in his work Plaidoyer pour l'Europe .
In his capacity as MP for the Landes département , Emmanuelli sparked a scandal on June 7, 2011 when he pointed a finger at Prime Minister François Fillon in the National Assembly while he was answering a question about a tax reform .
Emmanuelli was considered a loyal follower of Mitterrand and was one of the leading figures on the left wing of the PS. In 2005 he joined the Nouveau Parti socialiste group of Vincent Peillon , Arnaud Montebourg and Benoît Hamon , and in 2008 he founded Un monde d'avance with Hamon . Henri Emmanuelli was on friendly terms with the President of the Ivory Coast , Laurent Gbagbo , and the President of Venezuela , Hugo Chávez .

He contributes to the failure of a first attempt by Laurent Fabius to take over the leadership of the party by taking sides with Pierre Mauroy and Lionel Jospin , thus drawing the displeasure of Laurent Fabius' supporters
- October 1990: In return, the supporters of Laurent Fabius oppose Henri Emmanuelli to take over the chairmanship of the parliamentary group
- June 1994: La Vilette party convention: with the support of Laurent Fabius' supporters, he is elected party secretary, but only provisionally, thus beating his rival Dominique Strauss-Kahn
- November 1994: Liévin Congress: re-election as party secretary with over 90% of the vote - Lionel Jospin will succeed him in October 1995
- 1995: With a view to the presidential elections, he applies for the candidacy, the party members, however, prefer Lionel Jospin

Party organization at the regional level: 1974: Henri Emmanuelli becomes a member of the sub-organization at the level of the Landes department
He headed the sub-organization of the Landes département with an iron hand. In this function he was head of 25 of a total of 30 members of the regional council, who were appointed by politicians from the Parti Socialiste, as well as all three deputies and the two senators.
Convictions
Secret financing of the Parti Socialiste: Subject to an investigation on September 14, 1992, Henri Emmanuelli, in his capacity as Treasurer of the Parti Socialiste, was found complicit in passive bribery and sentenced to 18 months 'probation and two years' disfranchisement. Another matter brought before the courts was investigated in 1992 and convicted in June 1997.
