Pena was a Portuguese community ( freguesia ) in the 1st Bairro of the capital Lisbon . It was dissolved on September 29, 2013 as part of the regional reform of the city of Lisbon and became part of the new municipality of Arroios .

The community is roughly between Avenida da Liberdade and Avenida Almirante Reis , in the vicinity of the Mouraria district.
