Peter Andrew Stewart Milliken (born November 12, 1946 in Kingston , Ontario ) is a Canadian lawyer and politician of the Liberal Party . He was a Member of the House of Commons from November 21, 1988 to March 26, 2011, and was the 34th Speaker of Parliament from January 29, 2001 to June 2, 2011 .

Life

Milliken was born in 1946 as the eldest of seven children of a physicist. He studied political science and economics at Queen's University until 1968 and then law at Oxford University until 1978 . He also received a Bachelor of Laws from Dalhousie University in 1971 . In 1967 and 1968 he worked as assistant to Secretary of Transportation George McIlraith. In 1973, Milliken became a partner in the Cunningham, Swan, Carty, Little & Bonham law firm of Kingston. He was also a visiting lecturer at Queen's University School of Business from 1973 to 1981. In 1977 he became director of Kingston General Hospital.

1988 Milliken won the nomination of the Liberal Party in the constituency "Kingston and the Islands" and also won the elections to the House against the Minister for Communications Flora MacDonald of the Progressive Conservative Party . In his first legislative term, he mainly campaigned for an electoral reform. In 1993 he was re-elected to parliament. In December of that year, Milliken was named Parliamentary Secretary of State for the Government House Leader. He also became chairman of the Commons Procedure and House Affairs Committee. In 1994 he was nominated Speaker of the House , but lost the election to Gilbert Parent . Milliken was re-elected to the Canadian House of Commons in the 1997 elections and became Deputy Speaker of the House.

In January 2001, Milliken was elected Speaker of the House and was confirmed in office after the 2004 elections. After new elections in 2006, Milliken was re-elected Chairman of the House of Commons, despite the fact that his party had lost a majority in parliament. It was only the second time in Canadian history that an opposition candidate had won the election. In 2008, Milliken again took the seat in the House of Commons in his constituency and again won the election as speaker after five ballots. Before the 2011 election, he ended his political career and did not run again. This makes him the longest-serving speaker in Canadian history.

Milliken now teaches and researches at Queen's University's School of Policy Studies. He is also an advisor to the law firm Cunningham Swan Lawyers LLP.
