Philippe Cuelenaere (born September 2, 1971 in Ghent ) is a former Belgian helmsman in rowing and was the youngest participant in the 1984 Summer Olympics at the age of twelve .

Cuelenaere sat in Los Angeles or on Lake Casitas in twos with the helmsman of the brothers William and Guy Defraigne , who took eleventh place and had promised the mother of their boat mate to take care of him. Before the 1984 Summer Olympics, the Defraigne brothers and their helmsman Cuelenaere had already attended the 1983 World Championships on the Duisburg regatta track , where they also took eleventh place.

Finally, at the age of almost 18, Cuelenaere was successful as a two-man rower without a helmsman . Together with Filip Fraeye, he took part twice in the World Championships for Juniors (U19) and finished 8th in 1988 and 4th in 1989.
