Life

Diplomat, MP and State Secretary

After completing his studies, Philippe Malaud worked as a diplomat and civil servant in the Ministry of Foreign Affairs. In 1965 he became mayor of Dompierre-les-Ormes , a small municipality in the Saône-et-Loire department . On June 30, 1968, as a candidate for the Républicains indépendants (RI) in the Saône-et-Loire department, he became a member of the National Assembly (Assemblée nationale) for the first time and was a member of this until he resigned on August 12, 1968. A month earlier, on July 13, 1968, he was appointed State Secretary for the Public Service (Secrétaire d'État chargé de la Fonction publique) in the Couve de Murville cabinet , of which he was a member until June 20, 1969. In the next Cabinet Couve de Murville he initially served between 20 June 1969, the 5 January 1971 as Secretary for the Civil Service and Administrative Reforms (Secrétaire d'Etat chargé de la Fonction publique et des Réformes administrative) and after the 5 January 1971 to July 5, 1972 as State Secretary to the Prime Minister for the Public Service (Secrétaire d'État auprès du Premier ministre chargé de la Fonction publique) .

At the same time, Malaud was appointed President of the General Council of the Saône-et-Loire Department as successor to Marc Humbert in 1970 and held this office until 1979, when André Billardon succeeded him. In the Messmer I cabinet, between July 7, 1972 and March 29, 1973, he held the post of State Secretary to the Prime Minister for the Public Service and the Intelligence Services (Secrétaire d'État auprès du Premier ministre chargé de la Fonction publique et des services de l 'Information) .

Minister and Member of the European Parliament

On March 4, 1973 Philippe Malaud was again a member of the National Assembly for the Républicains indépendants in the Saône-et-Loire department. However, he resigned the mandate on May 5, 1973 after he had been appointed Minister of Information (Ministre de l'information) in the Messmer II cabinet on April 6, 1973 . After a government reshuffle, he then served between October 23, 1973 and February 28, 1974 as Minister for the Public Service (Ministre de la Fonction publique) . After leaving the Républicains indépendants, he was again a member of the National Assembly on March 19, 1978, as a non-party for the Saône-et-Loire department, and was a member of this until May 22, 1981.

In the European elections on June 10, 1979 , he stood as the top candidate of the Union de défense interprofessionnelle pour une France indépendante dans une Europe solidaire (UDIP - FIDES), the list of diverse rights ( Divers droite ) . Previously, with the Center national des indépendants et paysans (CNIP), he had separated from the Eurodroite list, founded in 1978 , to which right-wing parties from Belgium , France, Italy and Spain belonged. The UDIP - FIDES list cited by him, however, only achieved 283,144 votes (1.4%) and thus missed entry into the European Parliament . He was also President of the Center national des indépendants et paysans between 1980 and 1987 . In the subsequent European elections on June 17, 1984 , he was finally elected a member of the European Parliament and was a member of it until 1989.
