Plymouth is the de jure capital of the British overseas territory of Montserrat . After a series of eruptions of the Soufrière Hills volcano , which began on July 18, 1995, a large part of the city's 3,500 residents fled. In 1997 the completely destroyed Plymouth was given up. Access has been prohibited since then (as of 2012) . The port of Plymouth has been allowed to be used again by authorized persons for the export of sand since 2012.

The government buildings have been in Brades since then , although Plymouth is still officially the capital. The temporary capital is in Little Bay .
