The Police Headquarters Operations, Logistics and Technology (PP ELT) of the Rhineland-Palatinate Police combine the formerly independent organizational units of the riot police , the central office for police technology and the water police in one police headquarters . Due to the diverse tasks that go with it, the Presidium is active throughout Rhineland-Palatinate , parts of its organizational units even nationwide at the request of other countries. 

After a comparatively short preparation phase of 16 months, the Police Headquarters Operations, Logistics and Technology started operations as planned with effect from October 1, 2017.

The Police Headquarters Operations, Logistics and Technology consists of a total of six departments. These include:

Riot Police Department

The department riot of PP ELT nationwide supported the competent local police headquarters in the discharge of their duties, the daily fight against crime and road safety, as well as in large-scale operations with their specially trained, specially equipped operational units and special management and use of resources . Furthermore, the riot police support the police authorities of the federal states and the federal government in large-scale operations and in exceptional situations.

The riot police department has several specialized organizational units to carry out its tasks. These are made up of

  • Leadership group specializing in deployment and technology,
  • 4 deployments (locations Mainz, Enkenbach-Alsenborn, Koblenz, Wittlich-Wengerohr),
  • Evidence preservation and arrest hundreds ,
  • Technical unit,
  • Police helicopter squadron,
  • Department of Service Dogs,

  • Subject area education and training.

Special forces department

The Special Forces Department is made up of the Mobile Operations Command (MEK ) and the Special Operations and Personal Protection Command (SEK) . The special units department supports the police authorities of the state of Rhineland-Palatinate, as well as other authorities outside of Rhineland-Palatinate and abroad, in connection with the fight against organized crime , gang and violent crime and politically motivated crime . Here, their use comes into consideration in particular for operational measures and access to dangerous and armed criminals.

Water Police Department

The marine police department carries out enforcement duties. this includes

  • Hazard prevention measures, traffic monitoring, traffic control, traffic regulation, monitoring of events on the water, as well as shipping barriers,
  • general security,
  • Personal and property protection, escort protection during state visits, assistance in disaster control,
  • Research into and final processing of criminal offenses and administrative offenses on navigable waterways,
  • Investigation of accidents in connection with shipping operations including fatal personal accidents,
  • People and property search.

The service area of ​​the Water Police Department is the navigable waterways including their tributaries, banks, facilities and ports in the Rhineland-Palatinate area. A total of eight water police stations on the Rhine and Moselle are operated by the water police department, which have 15 distance boats and four pleasure craft control boats.

Procurement and Administration Department

The procurement and administration department is responsible in particular for the procurement of clothing, emergency vehicles, weapons and ammunition, protective equipment, police and forensic equipment, traffic monitoring technology, as well as image and video technology. In addition, the personnel and organizational framework for completing the technical tasks of the PP ELT is guaranteed and designed in the department. This includes, for example, the processing of legal issues, personnel recruitment and support, the administration of the property, as well as the management of expenses and income.

The management group of the department is responsible, among other things, for the coordination of business processes in the administration, the gathering and evaluation of information as well as for supporting the department management in public relations.

Central Technology Department (ZT)

The Central Technology Department (ZT) of the PP ELT bundles a large number of specialist areas that were housed at the former Central Office for Police Technology (ZPT), as well as other tasks of presidential and national importance. The Central Technology Department is divided into four departments:

  • Information and Communication Technology Division (ICT)
  • Projects department
  • Service and Logistics Department (SuL)
  • Department Authorized Body Digital Radio BOS

Central Office for Health Management

The Central Office for Health Management uses a holistic approach to coordinate measures and services in the areas of police medical services, occupational medicine and health management for all authorities and facilities of the Rhineland-Palatinate police force. The main tasks of the Central Office for Health Management include in particular:

  • Management, organization and monitoring of measures, projects and concepts of the health system within the PP ELT as well as nationwide for other BuE
  • Nationwide coordination and control of all OHM-relevant tasks in the areas of occupational safety and protection, company health promotion, company medicine and social counseling
  • Decision and implementation according to the legally assigned tasks according to § 6 ASiG i. V. with UVV DGUV 2
  • Health administration

  • Selection examinations for the University of the Rhineland-Palatinate Police Department
