Pro Juventute ( lat. "For the youth") is a Swiss foundation founded in 1912 that works to ensure that children, young people and their families are supported and encouraged in their everyday lives and that they receive rapid support in times of need. The Foundation for Children's Rights is also committed to promoting favorable framework conditions for families in Switzerland. The organization is politically, ideologically and denominationally independent and is largely financed through donations from the population and donations from the economy. The organization has had the ZEWO seal of approval since 1942, which certifies the economic, dedicated and effective use of donations and a transparent organization with functioning internal and external control structures.

The foundation consists of a national foundation based in Zurich-Oerlikon and 24 regional, mostly cantonal, associations. The foundation is run by a management team made up of five people. Katja Wiesendanger has been director since March 2016.

The Board of Trustees consists of ten people, and Josef Felder has been President of the Foundation since 2008. The foundation has shown a balanced result since 2011. Previously, Pro Juventute, u. a. Among other things, the former 187 regional districts that were legally part of Pro Juventute were dissolved. In their place, 24 generally cantonal associations were formed, which are legally and organizationally independent of the Pro Juventute Foundation. These implement the Pro Juventute offers in the regions and ensure regional anchoring. In the Glarnerland this is done by the Joyning Glarnerland association, in Appenzell Innerrhoden by the Chinderetz AI association.

Field of activity and focus

More than 300,000 children and young people as well as 100,000 parents from all over Switzerland use the foundation's offers every year, which focus on five core areas and are continuously adapted or expanded if necessary: ​​advice and help, training, information, awareness-raising and education as well other offers such as vacation planning.

Advice and help

The “Pro Juventute Advice + Help 147” team supports around 400 children and young people across Switzerland every day. They receive advice and support around the clock in three national languages, anonymously and free of charge by phone, SMS or via the Internet (chat and www.147.ch). With the “Pro Juventute Elternberatung” launched in 2014, this offer is now also available to parents. Questions about upbringing, development, care and family organization are also answered around the clock. Pro Juventute also offers young people a peer chat , where they are advised by 15 to 24 year olds who are in turn supported by professional advisors. With the “Widows, Widowers and Orphans Fund”, the foundation supports surviving dependents with children as well as half and full orphans in financial need. The contributions complement the benefits provided by the Confederation and the cantons and help to secure the subsistence level.

The foundation takes up new or particularly taboo topics that have no place in the curriculum of public schools. With teaching materials and workshops for schools and youth facilities, various skills are to be promoted, for example in the area of ​​debt. With the programs Potz Tuusig (for 5- to 8-year-olds) and Kinder-Cash (for 10 to 13-year-olds) the conscious handling of money and consumption is practiced. Another focus is the promotion of media skills , in particular the promotion of responsible use of the new media . In so-called “media professional” school workshops and parenting events on the topic, children, young people and adults can build up and expand their knowledge of dealing with new media. Pro Juventute also provides information material and online tools on the topic, such as B. a free cyber risk check for your own Facebook profile.

For more than 40 years, around 65,000 mothers and fathers throughout Switzerland have received so-called parental letters from Pro Juventute several times a year. The letters to parents are sent according to the respective age group and offer information and tips on topics such as care, nutrition, child development and partnership. The Pro Juventute extra letters are dedicated to special topics such as being a grandparent, defiant age, teenagers or family and work.

The foundation also publishes information for children of mentally ill or addictive parents.

Awareness and education

As part of campaigns across Switzerland, the foundation sensitizes children and young people as well as the general public to topics such as sexting , cyber-bullying and youth suicide . With various instruments such as posters, video clips, a campaign platform on the Internet and information mailings, the Pro Juventute campaigns also target parents and legal guardians - for example in 2014 with the topic of sex education 2.0.

The Pro Juventute holiday pass enables children and young people between 6 and 16 to have holiday experiences when their parents cannot travel (half-day programs, day programs, weekly programs and holiday camps). history

Organizational history

The foundation was established in 1912 under the patronage of the " Swiss Charitable Society ". The aim was to combat tuberculosis in children and adolescents. Ten years later, the “Pro Juventute Children's Sanatorium” (later renamed “Alpine Children's Clinic”) was added. From 1917 to 1923 Heinrich Hanselmann acted as central secretary. He formulated the basics of Swiss child welfare and founded a library and magazine under the name Pro Juventute. Ulrich Wille junior , as a founding member and earlier sponsor and financier of Adolf Hitler and Rudolf Hess , was President of the Foundation Commission and Vice-President of the Foundation Council from 1912 to 1959.

In 1926 a dark chapter began in the history of the organization: with the “ Relief Organization for the Children of the Landstrasse ”, children from traveling families were to be re-educated into sedentary and hard-working people.

In 1930 and 1931, the foundation established the Swiss Working Group for Holidays and Leisure (SAF), the forerunner of the Swiss Working Group of Youth Associations (SAJV), and the Swiss Youth Works (SJW).

In the early 1940s, the first infant care courses were held with Pro Juventute infant nurses. The training of young parents was followed by Switzerland-wide advice for mothers and fathers, the start of the Pro Juventute letters to parents and the guide “The first year of life”.

In 1954 the foundation opened the first two Robinson playgrounds in Rüschlikon / ZH and Zurich-Wipkingen.

In 1959 the Swiss National Councilor Emil Frei , who had worked for the foundation since 1948, became President of the Foundation Commission and Vice-President of the Foundation Council. He held these offices until 1971.

In 1961, the “Robinson Children's Circus” went on tour for the first time and has been in existence since 1992 as an independent company.

Pro Juventute-Verlag was founded in the early 1970s and was sold to Orell Füssli -Verlag in 2003 . In 1978, Pro Juventute introduced the holiday fun campaign in most of the Pro Juventute districts. In 1973 the “Aid for Children of the Landstrasse” was dissolved after heavy criticism in the media and under pressure from the public (see Kinder der Landstrasse ).

In 1985 the foundation started the family support project, which supports children and families in difficult family situations. In 2007, the resulting socio-educational family support set up on its own.

In 1992 the “Help-o-Fon” helpline was set up, the predecessor of “Advice + Help 147”. In 1998, after the ratification of the UN Convention on the Rights of the Child by Switzerland, the Confederation assigned Pro Juventute responsibility for setting up telephone assistance 147 for children and young people.

As part of a nationwide reorganization of the foundation due to financial difficulties, the 187 districts were dissolved in 2009 and transferred to cantonal Pro Juventute associations. In 2012 Pro Juventute celebrated its 100th anniversary. On this occasion, the foundation carried out various campaigns and support projects for children, including a. children built the world's largest mosaic from Lego blocks and they designed their visions for the future that caused a sensation across Switzerland.

In 2013 and 2014, the organization expanded its programs in the field of media and financial literacy as well as its awareness-raising and information efforts, such as on the subject of sexting, and developed the digital channels of its child and youth counseling service on the emergency number 147.

Children of the country road

The aid organization for the children of Landstrasse was set up in 1926 as a foundation project. The aim was to raise children from traveling families to be sedentary and hard-working people. With the support of the guardianship authorities, children, especially those of Yeniche , were taken away from their families. At that time, taking away children was widespread in welfare and so the relief organization hardly aroused resistance in its beginnings and patrons were quickly found who support the work. The driving force behind the genocide-like kidnapping of children was Alfred Siegfried (1890–1972) at the Central Secretariat . He is considered to be the founder of the aid organization and headed it until 1958. Between 1926 and 1973, almost 600 children were taken from their families. Since there were not enough foster families, over 80 percent of the children were placed in educational institutions, children's homes, psychiatric institutions or penal institutions. The fight against the driving way of life was shown by the foundation as a great success and the procedure was legitimized with scientific studies. Resistance was mainly offered by the parents concerned, who took legal action to defend themselves. Her appeals against the decisions of the guardianship authorities remained unsuccessful for a long time. It was only when the journalist Hans Caprez published the critical article “The complaints of traveling mothers” in the “ Schweizerischer Beobachter ” in April 1972 that popular resistance arose. The media echo and public outrage led to the dissolution of the aid agency a year later. After the dissolution, the Travelers joined various organizations, including a. the Radgenossenschaft der Landstrasse , and have been fighting for their rehabilitation and the recognition of their way of life ever since. In 1986 the Swiss Federal Council and in 1987 the Pro Juventute apologized to the families concerned for the injustice committed. The Swiss parliament approved 11 million francs for reparation. Pro Juventute still finances the Naschet Jenische Foundation's advice line today.

Scientific publications refer to the large number of files created by Pro Juventute. Those affected were stigmatized in these files. “The filing of files and the systematically used stigmatization were one of the reasons for the discrimination that those affected by the aid agency had to suffer. The negative and pointed formulations recorded in writing stuck to the children and adults concerned as heavy as lead and decided their future fate. "

As a private foundation, Pro Juventute is mainly financed through donations and bequests , through the sale of stamps and articles, with income from partnerships and through the provision of social services. The federal government, cantons and communes make an annual support contribution of around 1.6 million francs (2013). Pro Juventute is run according to business principles and is not profit-oriented. The foundation has been awarded the ZEWO seal of approval , the state-controlled quality certificate for non-profit organizations. This seal of approval guarantees the unselfish and purposeful handling of the donated funds.

The foundation struggled with financial difficulties for years, which is why a comprehensive reorganization was initiated in 2009. On the occasion of the foundation's 100th birthday in 2012, after a three-year renovation phase, a balanced bill was presented for the first time in 15 years.

In 1913, the Swiss Post published stamps with a sales surcharge for the first time, which went to the foundation. The stamps have become popular collector's items, especially among Swiss philatelists. They are usually collected as ordinary postage stamps, less often separately. Older editions in particular fetch high prices due to their rarity. The stamps were usually issued for several years on a specific topic, so that together they form large sentences, such as B. the Swiss canton coat of arms. To mark the 100th anniversary of the foundation in 2012, Swiss Post issued a special stamp.
