The Blautal PSP was a planned pumped storage power plant in the Alb-Donau district , west of Ulm in the Blaubeuren and Blaustein municipal area .

The project sponsors were the local energy company SWU Stadtwerke Ulm / Neu-Ulm GmbH and the quarry company Eduard Merkle GmbH .

The project sponsors justified the project as follows:

“The share of renewable energies in Germany continues to rise, which is a good development for climate protection . The Ulm / Blaubeuren region has played a leading role here for years: With the help of hydropower plants , wind turbines and photovoltaic systems, an above-average amount of environmentally friendly electricity is produced, making the region less dependent on fossil fuels. [...] The Blautal pumped storage power plant would help Stadtwerke Ulm / Neu-Ulm, as a regional energy supplier, to compensate for fluctuations and thus to use the self-generated and the green electricity fed in by citizens and businesses as efficiently as possible. Pumped storage power plants are a tried and tested technology that is noise and emission-free in operation, provides jobs on site and can be used for decades. "

The renaturation of a quarry as a lower basin is planned. The upper basin is to be realized in a forest area, the connection of both basins by means of pressure tunnels , so that the landscape would only be minimally impaired.

As a neutral scientific companion, the Öko-Institut should accompany the planning process and provide information about the advantages and disadvantages of the project. Among other things, no specific profitability calculations are carried out for the Blautal PSW, but the Öko-Institut only advises on basic considerations about small pumped storage power plants and their technical and economic indicators.

Originally, costs of 70 million euros were mentioned. In December 2013 the costs were stated to be 80 to 100 million, this investment could not be made alone for the SWU.

On July 6, 2016 it was announced that the development on the electricity market means that no profitable operation is to be expected. The project was then discontinued.

criticism

The construction project is criticized by the citizens' initiative No PSKW in the Blautal . She sees no need for this and fears problems with the economic efficiency of the system, massive interference in the water balance and significant losses in the quality of living during the construction phase. For the dam, 510,000 m³ of material would have to be transported from the lower to the upper basin, which would result in around 24,000 truck trips.

The PSW Blautal is a cost of 1.2 million € / MW, or € / MWh 0.2 million in the upper range of existing and planned pumped storage power plants. The extent to which the water balance will be impaired will only be able to be clarified in the planning approval procedure; a water law permit for test drilling and the construction of measuring points has already been approved.
