Qazim Muhameti Koculi (born August 22, 1887 in Kocul near Avlonya , Ottoman Empire , † January 2, 1943 ) was an Albanian military and politician and Prime Minister of Albania for 24 hours .

Life

Qazim was a Sunni Muslim and was born as Qazim Muhameti to Muhamet Kociu. Koculi received his primary education in Vlora and later moved to Janina (now Greece ) to attend the Zosimea high school. He completed his higher education at the Kara Harp Okulu Turkish Military Academy , where he graduated as a Teğmen ( sub-lieutenant ). He got into the Ottoman Navy to Üsteğmen ( Lieutenant on).

He disobeyed an order during a naval battle in Preveza in 1909 when he refused to surrender to the Italian Navy . After an arrest warrant was issued against him by the Imperial Command, Koculi fled to Argentina , where he lived until 1912.

He returned to Vlorë at the invitation of President Ismail Qemali . This appointed him director of the port of Vlora, a post he held until the Italians took over the port in October 1914. He retired to Brataj and served as head of the village until 1917. Then he was until 1919 Vice Prefect of Tepelena .

Koculi represented Vlora in the Lushnja Congress , a constituent assembly in January 1920, and was elected MP. On May 29, 1920 he became prefect of Vlora, which was still occupied by the Italians at the time. A few days later he ordered the attack on the Italian troops in Vlora. At the same time he was appointed commander in chief of the Vlora War Committee. Koculi led the army in the battle for Vlora to victory over the Italian forces that had occupied the place. On September 3, 1920 he marched into the city and resumed his duties as prefect of Vlora.

After the establishment of a democratic government by the Lushnja Congress, Koculi was re-elected as a member of the Vlora district in the first elections to the national parliament on April 5, 1921. The Council of Regency appointed him Prime Minister on December 6, 1921 ; but he failed to form a government and resigned just 24 hours later.

Koculi became Minister of Public Works in Fan Noli's government and later stood in opposition to King Ahmet Zogu of Albania . In 1943 he briefly became a member of the Albanian Fascist Party (AFP).

Koculi was killed by communist partisans in January 1943 while negotiating between the Fascist Party and communist guerrillas in Albania during World War II to allow peace between the two groups.
