The Radentscheid Munich were determined by a citizens' initiative to bring about a referendum or a city hall decision by which the cycling infrastructure in Munich to be strengthened. On July 24, 2019, the Munich city council decided to adopt the goals set for the referendum.

The model is the Berlin initiative Volksentscheid Fahrrad , which led to the adoption of the goals by the Berlin Senate in 2018. In Munich, cycling made up around 20 percent of city traffic in 2019, and the trend is rising. Criticism of a policy that was too hesitant in the opinion of the organizers and that did not sufficiently promote the traffic turnaround led to the initiation of the citizens' initiative to improve the cycling infrastructure.

Second desire: Altstadt-Radlring

The second request, which is carried out separately for legal reasons - different topics may not be combined in one request - aims to implement an old town cycling ring . A corresponding application was submitted to the City Council on February 6, 2019 by the Green / Pink List , ÖDP and Die Linke parliamentary groups and the responsible department was commissioned by a resolution on June 26 to design an old town cycle ring. So far, there are no bike paths along some parts of the Altstadtring, in other places they are narrower than the required minimum width of 2.30 meters or the standard width of 2.80 meters.

Takeover and implementation

In a first step, about 33,000 signatures had to be collected for both requests in order to enable a referendum. The collection of signatures began on March 28, 2019. On July 4, Lord Mayor Dieter Reiter received a total of around 160,000 signatures, significantly exceeding the required quorum.

In contrast to many other Radentscheid citizen petitions, the Munich alliance succeeded for the first time in Germany in passing the admissibility test with its Radentscheid claims without objection. In its submission to the city council, the state capital of Munich assessed the demands of the cycling decision as legally and substantively permissible. A "fundamental decision to improve cycling and cycling infrastructure" could be "the permissible subject of a referendum", and the ban on coupling would not be violated, "although [the citizens' request] calls for 4 goals and corresponding measures to implement them, because between the 4 subclaims listed there is an internal factual connection. " The measures named in the objectives could "be implemented in a legally (especially planning and traffic law) permissible manner".

On July 24, 2019, the Munich city council decided to adopt the goals, which meant that the referendum was canceled.

In October, a first proposal was made for part of the Altstadtring in Blumenstrasse, in which two cycle paths could be established by the end of 2021. In November, Dieter Reiter and the initiators of the initiative agreed to set up a complete and safe cycle path network by 2025, for which the city council should decide ten specific measures per quarter. Around 1.6 billion euros are estimated for this by 2025. On August 31, 2020, the construction of the Altstadtring began on Blumenstrasse.
