Bicycle referendum initiative

The initiative Volksentscheid Fahrrad (also " Radentscheid ") advocates a traffic turnaround and the creation of a law to promote cycling ("Radgesetz") in Berlin . On June 14, 2016, she submitted the motion for a referendum for a “safe and comfortable cycling infrastructure” to the Berlin Senate . Since the Senate largely accepted the demands in negotiations with the initiative and other civil society groups, the initiative decided not to carry out the referendum. As a result of the procedure, the Berlin House of Representatives passed the Berlin Mobility Act on June 28, 2018 .

Citizens' Initiative

The sponsor and financial basis of the civic initiative launched in Berlin in 2016 is Changing Cities e. V. (formerly Network Livable Cities e.V.). The Berlin initiator Heinrich Strossenreuther founded the association and the initiative and was its board member until September 2017. According to the statutes, the purpose of the association, which is dependent on donations, is “to promote a) the democratic state, b) the formation of democracy, c) civic engagement for the benefit of charitable purposes”. As a guiding principle, the association has a city that is not dominated by traffic noise, in which mobility is available to all people in the same way and which is safe, comfortable, climate-friendly and barrier-free.

In Berlin, referendums must go through the three-stage Berlin people's legislative process with an application for the implementation of a referendum , the request itself and any subsequent decision. In order to successfully apply for a referendum, at least 20,000 valid signatures from Berliners entitled to vote must be collected over a period of six months and presented to the Senate Administration. Since the referendum aims to enact a law, a substantiated bill must also be attached to the application .

The bicycle referendum initiative collected 105,425 signatures in three and a half weeks. This makes it Berlin's fastest referendum, both in preparation and in the collecting phase. 70 to 80 percent of the signatures for the bicycle referendum initiative were obtained from third-party collectors by downloading the lists online.

The plan of the successful initiative was to be the first federal state to pass a cycling law together with the red-red-green Senate of Berlin . The project was originally supposed to be implemented by autumn 2017. To this end, in the summer of 2017, a dialogue group made up of members of the Berlin government coalition, the bicycle referendum initiative and other partners negotiated common cornerstones for the draft bill of a holistic mobility law. According to this, the share of cycling in all distances covered within the urban environmental zone is to increase from currently 13% to 30% by 2025. In the entire state of Berlin, the proportion is to increase to 20%. In addition, Berlin is committed to Vision Zero , i.e. to reduce the number of road deaths to zero. During the joint negotiation rounds, the initiative sharply criticized the Senate several times for alleged delays. In August 2017, the completed draft for the first nationwide mobility law was submitted to the Berlin Senate for voting. On October 12, 2017, the Berlin Senator for Transport, Regine Günther, announced in an interview that the planned date for the passage of the Mobility Act would be postponed.

On December 12, 2017, the Berlin Senate introduced the Mobility Act for the first reading, and on February 20, 2018, it decided to introduce the draft law on the revision of statutory provisions on ensuring mobility to the House of Representatives ; on June 28 of that year the House of Representatives passed the Berlin Mobility Act .

Local networks in the Berlin districts

In order to accompany and monitor the implementation of the initiative at the district level, Changing Cities e. V. formed local networks in the individual districts of Berlin. In the districts of Friedrichshain-Kreuzberg , Pankow , Charlottenburg-Wilmersdorf , Tempelhof-Schöneberg , Steglitz-Zehlendorf and Mitte, groups based on the model of the cycle-friendly Neukölln network that preceded the bicycle referendum have been founded. The networks are partly close to the district groups of the ADFC . In addition to providing critical and constructive support for the district's traffic policy and planning, they jointly organize trips, demonstrations and minutes of silence for killed cyclists.

Referendum initiatives for cycling infrastructure in other cities

As a result of the success of the referendum for bicycle infrastructure in Berlin, initiatives for the implementation of “Radentscheid” referendums or referendums to improve the infrastructure for bicycle traffic have also been founded in other cities and federal states in Germany, partly with the support of the ADFC , Verkehrsclub Deutschland or Changing Cities.
