Rafał Dutkiewicz
Rafał Franciszek Dutkiewicz (born July 6, 1959 in Mikstat ) was City President (equivalent to a Lord Mayor) of Breslau (Wroclaw) from 2002 to 2018 .
Life
From 1977 to 1982 he studied applied mathematics at the Technical University of Wroclaw . During this time he also organized the Christian Culture Week in Wrocław and headed the A. Mickiewicz Scholarship Society . At the age of 26 he obtained a doctorate in philosophy from the Catholic University of Lublin (KUL) in the field of logic. In the 1980s he worked as a research assistant at the KUL and at the University of Wroclaw . He is co-founder of Radio Eska. At the time of the Polish state of emergency from 1981 to 1983 , Dutkiewicz was associated with Solidarność . In 1989 he was secretary of the Solidarność Citizens' Committee , and in 1990 chairman of this committee in Wroclaw. Since the 1990s, he has been a co-founder and partner in the executive recruitment agency Signium International .
City President
In 2002 he was elected mayor of Wroclaw. Dutkiewicz does not belong to any party, but was supported by both the Platforma Obywatelska and the Law and Justice . He took office on November 19th. In the local elections in 2006, as an independent candidate, he got 84.53% of the votes in the first ballot with a voter turnout of 40%. In the same year his 171-page book “New Horizons” (Nowe horyzonty) appeared, in which he reflected on the exercise of his office.
With Rafał Matyja, Jan Rokita and the former minister of culture and retired PiS member Kazimierz Ujazdowski , Dutkiewicz founded the Internet portal “ Bürgerbewegung Polska XXI ” on September 27, 2008 , with which he wants to initiate a discussion about a constitutional change and reforms. Among other things, the movement advocates a state in which the president not only performs representative tasks abroad, but also forms the government and conducts state affairs. According to an April 2008 poll, Dutkiewicz would get 25% of the vote as a presidential candidate because of his services to Wroclaw and the region. In the local elections in Poland on November 21, 2010, Dutkiewicz was re-elected for the second time as mayor of Wroclaw with 71.62% of the votes cast and a turnout of 39%. He stayed in office for another eight years. On November 17, 2019, he gave the official speech on the day of national mourning in the plenary hall of the German Bundestag .
