Rafael Darío Ramírez Carreño (born August 4, 1963 in Pampán , Trujillo state ) is a Venezuelan manager , politician of the United Socialist Party of Venezuela ( Partido Socialista Unido de Venezuela ) and diplomat .

Life

After attending school, Ramírez began studying mechanical engineering at the Universidad de los Andes , which he completed with a bachelor's degree . A postgraduate course in the subject of energy studies at the Universidad Central de Venezuela he joined in Caracas with a master from. He then worked as a manager in the energy sector and, in 2000, founding president of the energy company Ente Nacional del Gas (ENAGAS), which is responsible for developing and managing the national plan for the consumption of natural gas .

Ramírez, a member of the United Socialist Party of Venezuela ( Partido Socialista Unido de Venezuela ) , was appointed Minister for Energy and Mining in July 2002 by President Hugo Chávez and held this office until September 1, 2014, from 2005 to 2011 the title of Minister for Energy and Petroleum and most recently between 2011 and 2014 that of Minister for Petroleum and Mining (Ministro del Poder Popular de Petróleo y Minería) . At the same time, he replaced Alí Rodríguez Araque as President of the state oil company Petróleos de Venezuela (PVDSA) on November 20, 2004 and held this position until he was replaced by Eulogio del Pino on September 1, 2014. Ramírez was also Vice-President of the Council of Ministers for Territorial Development between 2009 and 2013 and also served as Vice-President of the Council of Ministers of the Organization of Petroleum Exporting Countries (OPEC) in 2010 . After the death of President Chávez on March 5, 2013, he was appointed Vice-President of the Council of Ministers for the economic sector under his successor Nicolás Maduro . He then held the post of Vice-President of the Council of Ministers for Political Sovereignty and Foreign Minister (Ministro del Poder Popular para Relaciones Exteriores) as successor to Elías Jaua from September 2 to December 26, 2014 . He was then replaced on December 26, 2014 in the role of Vice-President by Carmen Meléndez and as Foreign Minister by Delcy Rodríguez .

On January 16, 2015, Ramírez presented his credentials as Permanent Representative to the United Nations . In addition, on May 31, 2017, he was elected Chairman of the Committee on Special Political Issues and Decolonization (Main Committee 4) of the UN General Assembly.
