Ramciel (also written Ramshiel ) is a locality in South Sudan in the state of Eastern Lakes in the Bahr al-Ghazal region , where the future capital of the country is to be built instead of Juba . So far there is no settlement there.

The place called "Ramciel" is considered the geographic center of South Sudan and is located near the border of Eastern Lakes with the states of Jonglei , Terekeka and Amadi. It is located about 120 km from the capital Juba on the southern edge of the large swamp area Sudd . The name means "place where the rhinos meet". The local population consists of Chiech-Dinka who raise cattle, farm in the rainy season, and move to wetlands on the White Nile in the dry season .

John Garang , the leader of the rebel organization SPLA , had decided before the peace agreement was signed in 2005 that the new capital of South Sudan should be built in Ramciel. In February 2011 the government of South Sudan - which at that time still belonged to Sudan as an autonomous region - decided to designate a new capital. The reason given was that Juba's infrastructure was overloaded and that the city's further expansion was reaching its limits. Ramciel was one of the two locations considered for the new capital. On September 2, 2011, the government chose Ramciel. The planning and construction of the capital should take three to five years.

There are contradicting statements about the suitability of Ramciel as the capital. According to a 2006 feasibility study, the area is at risk from flooding and swamp and therefore unsuitable for the construction of a major city. According to other information, however, the bottom consists of sufficiently solid rock and is surrounded by five hills that protect the place from the floods of the Nile.

The FAZ reported in 2018: “Critics consider the idea for a new South Sudanese capital in the middle of the bush, in a place where there are no power lines, roads and not even a few houses, to be crazy - at least for a desperately poor country that alone China is said to have $ 1.2 billion in debt. "
