Red Bluff is a US city ​​in Tehama County in the US state of California . It has about 13,900 inhabitants (as of 2004) and is the seat of the county administration . The city is located at the geographical coordinates 40.17 ° north, 122.24 ° west. The urban area has a size of 19.6 km².

The place became known in 1984 through a kidnapping case in which the victim, who was given the pseudonym Colleen Stan , was freed from Weed Court after seven years in captivity. The female victim was forced to engage in sexual acts during this time without the neighbors noticing the kidnapping.
