Regional Conference (Switzerland)
The regional conference is a term that is used in Switzerland for the conferences of the individual cantons and also for supra-regional cooperation between municipalities .
The pronounced federalism of Switzerland is forcing the cantons to form a community of interests (IG) in order to be able to represent their interests better vis-à-vis the federal government and to gain more political weight. The basis for these conferences can be formally in the narrower sense or formally in the broader sense. Formal in the narrower sense are those conferences in which an intercantonal concordat exists as the basis for cooperation in order to enforce an interest.
In contrast to this, the regional conferences in the canton of Bern are associations of municipalities under public law within the boundaries of the administrative districts . You perform tasks in the area of regional cultural, transport and spatial planning policy. This is intended to strengthen regional cooperation and enable regional planning.

Even before the Conference of Cantonal Governments , which was founded in 1993 and encompasses all of Switzerland's cantons, several conferences of cantonal governments had arisen at the regional level. As a supplement to the directors' conferences, which want to improve cooperation in specific departments, these aim to promote regional cooperation and information on general, cross-cantonal problems in the sense of a “cooperative federalism”. Depending on the (economic) geographic situation , a canton can belong to several regional conferences. The canton of Zurich does not belong to any regional intergovernmental conference, but is an associated member of the Central Switzerland, Eastern Switzerland and Northwestern Switzerland Intergovernmental Conferences.
The regional intergovernmental conferences are similar in terms of organization : the chairmanship changes (usually every two years), each canton has one vote , unanimous decisions are required, and permanent or ad hoc committees are provided.
In the beginning, the secretariat changed its chairmanship; however, the trend is towards the introduction of permanent secretariats. This is currently the case with the ZRK and the NWRK, from 2007 probably also with the CGSO. The permanent secretariats mean an increase in professionalism (the ZRK already has its own informative website). The definition of a supervisor archive also belongs in this context .
