He was related to the later count line. Reinhard was presumably a foreigner in Saxony, but had Saxon relatives. His nephew, who was also not from Saxony, was Count Poppo I. von Blankenburg . Reinhard supported him by donating land.

Before being elected bishop, Reinhard was a canon in Worms and provost with ties to the Hildesheim cathedral chapter .

With papal support, Reinhard devoted himself intensively to the monastery and foundation reforms following his predecessor Burchard II. Through his reform he succeeded in securing the monasteries economically and strengthening the spiritual life.

The Huysburg Monastery owed Bishop Reinhard, as a patron of the monastery, significant expansions to its possessions. On May 4, 1114, he transferred 23 Hufen in Attenkamp, ​​eight Hufen in Anderdeck and five Hufen in Dedeleben from the previous property of Count Palatine Friedrich von Sommerschenburg . On October 18, 1118, he made further significant donations to the monastery. In two undated documents, Bishop Reinhard also gave the monastery hooves in Giersleben east of Aschersleben and in three unidentified locations.
