Robert de Croÿ was born in 1500 to Henri de Croÿ , Count of Porcéan and Charlotte de Chateaubriand. The Bishop of Cambrai, Jacques de Croÿ , was his uncle, Cardinal Guillaume de Croÿ , Bishop of Cambrai and Archbishop of Toledo, and Charles de Croy , Bishop of Tournai, were brothers of Robert.

After his older brother Cardinal Guillaume de Croÿ had renounced the diocese of Cambrai in 1519, Robert was appointed Bishop of Cambrai on August 17, 1519. He received episcopal ordination ten years later on June 13, 1529, and his diocese was taken over on August 5, 1529, the day on which the Peace of Cambrai was signed. After breaking the peace treaty in 1536, Emperor Charles V transformed the city into a citadel against Robert's will.

Robert took part in the Council of Trent and promulgated Synodal Statutes in 1551.

Robert de Croÿ died in Cambrai on August 31, 1556 and was buried in Cambrai Cathedral.
