Roberto Guyer

Roberto Enrique Guyer (born March 10, 1923 in Buenos Aires , † February 15, 2016 ) was an Argentine diplomat .

Life

Guyer studied until 1948 at the University of Buenos Aires Law . In The Hague he put a 1950 graduate of the Hague Academy of International Law from. He took special courses at the Universities of Oxford and Columbia . In 1952 he received his doctorate with a dissertation on the subject of an introduction to the problems of imperialism .

From 1956 Guyer worked for the foreign service of Argentina. In 1957 he took over the management of the department for international organizations of the Argentine Ministry of Foreign Affairs. In 1957 and 1959 he worked in the Argentine Embassy in Washington, DC in the USA . In 1961 he became head of the Department of Territorial Sovereignty until 1962 he became Director General of the Political Department. In 1964 he was appointed head of the department for international organizations. Between 1964 and 1966 he went as a Counselor at the Argentine Embassy in Bonn in the Federal Republic of Germany . In 1966 he worked as a legal advisor in the ministry. From 1966 to 1970 he was ambassador at the Argentine embassy in the Netherlands . In 1970 he took over the management of the Antarctica and Malwinen department . Later he was the head of the political department.

In 1971, Guyer became Undersecretary for Special Political Affairs at the United Nations . From 1971 to 1978 he was the Secretary General of the United Nations Commissioner for Peace Negotiations in the Middle East. Between 1978 and 1984 he was deployed as ambassador to the Federal Republic of Germany, followed by a position as ambassador to the Argentine embassy in Vienna in Austria and representative of international organizations located there from 1987 to 1989. From 1990 to 1991 he was a member of the Supreme Council of Ambassadors. Another assignment as ambassador in Germany followed from 1991 to 1994.
