Roger Clarke

Roger Harold Clifford Clarke (born June 11, 1940 in Glen Islay, Westmoreland , † August 28, 2014 in Fort Lauderdale , Florida , United States ) was a Jamaican politician of the People's National Party  (PNP). He was Jamaican Minister of Agriculture from 1998 to 2007 and a second time from January 6, 2012 until his death.

Life

Roger Clarke was born and raised in Glen Islay, Westmoreland. In his youth he helped his parents and grandparents work on their farm, attending Williamsfield School first, then Manning High School. He then completed management training at the Jamaica Industrial Development Corporation and continued his education at Harbridge House in the USA in the 1960s . He then worked for various Jamaican sugar plantations for almost 30 years. He later acquired his own large farm that produces various agricultural products and was the largest sugar cane supplier in St. Elizabeth in 2011 .

In 1986, Clarke was elected Councilor for the Balaclava Division of St. Elizabeth and was named Mayor of Black River and Chairman of the St. Elizabeth Parish Council. He was re-elected in the local government elections in 1990 and remained in office as mayor. He also served as President of the Local Government Authorities between 1988 and 1991.

In a by-election in the North East St. Elizabeth constituency, he was elected to the Jamaican House of Representatives in 1991 . In the parliamentary elections in 1993, 1997, 2002, 2007 and 2011, Clarke managed to get back into parliament, first in the constituency of North East St. Elizabeth, later as a PNP candidate for Westmoreland Central.

From the beginning of 1992 he was Minister of State in the Ministry of Agriculture for three years. In 1995 he was appointed Minister of Local Government and Works. He then became Minister of Agriculture under Prime Minister Percival J. Patterson in 1998, and Portia Simpson Miller's first term as Prime Minister. Clarke left office after the PNP lost the 2007 general election. During this first term as Minister of Agriculture he was one of the founders of the Alliance of Ministers of Agriculture of CARICOM and served as its chairman for several years. He also held various party offices for the PNP, including a. from 2003 vice-chairman of the party for several years.

A traffic accident on 23 August 2010 near Spanish Town in which Clarke was involved and in which a motorcyclist was fatally injured caused a sensation in the Jamaican media . Clarke was first arrested by the police and subjected to an inconclusive alcohol test. He was released on bail in early October, and after a lawsuit, the dangerous driving charges were dropped on January 18, 2011, on the grounds that it was proven that Clarke could not have avoided the accident.

When the PNP regained a majority in the parliamentary elections on December 29, 2011, Simpson Miller reappointed Clarke as Minister of Agriculture and Fisheries, and he was sworn in on January 6, 2012.

In mid-2014 he visited the USA to undergo medical treatment. After an operation he wanted to return to Jamaica, but died in a clinic in Florida before he left. He was married and had two children.
