After serving his sentence, Roh was involved in the formation of political parties in the 1990s, which later became the Labor Democratic Party in 2000 .

Roh was a member of the National Assembly from 2006 to 2008. In addition to Sim Sang-jung and Cho Seungsoo, he was a co-founder of the Jinbo-sin party . Together with Sim Sang-jung and Yu Si-min , Roh founded the Jeongui Party in October 2012.

In 2005, Rho posted the names of prosecutors on the Internet who were involved in corruption cases involving Samsung . He was then charged with violating Korean communications secrecy. death

Roh committed suicide on July 23, 2018, at the age of 61, after jumping out of his mother's apartment in Seoul. His death came in the wake of an investigation into Druking's illegal political funds .

In his will, he admitted that he had received 40 million won from Druking's organization. But he rejected any form of preferential treatment in the election campaign.

In response to his death, South Korean President Moon Jae-in said that Roh "made great contributions to expanding the spectrum of (South) Korean politics."
