Career

Meneses has a degree in economics. From 2001 to 2012 he was a member of the East Timorese National Parliament and here in the second legislative period in the Commission for Youth, Sport, Work and Training (Commission H). After the new elections in 2007, Meneses did not move up until August 21, 2007 as one of eight PD MPs in parliament, since those who were on the electoral list received government posts and therefore had to give up their seats. Meneses was number 11 on the PD list.

In the 2012 parliamentary elections , Meneses was no longer on the PD's electoral list.

On October 13, 2017, President Francisco Guterres appointed Meneses as Vice Minister for Tourism in the VII Government and swore him in on October 17. His term of office as Vice Minister ended when the Eighth Government of East Timor took office on June 22, 2018.
