Rui Fernando da Silva Rio , GCIH (born August 6, 1957 in Porto ) is a Portuguese politician and former mayor of Porto (Presidente da Câmara Municipal). On January 13, 2018, he was elected President of the Partido Social Democrata (PSD) with 54% of the vote . In this position he acts as an opposition leader.

Rio studied economics at the German School in Porto (Colégio Alemão do Porto) and the University of Porto , where he was also president of the student association and member of the pedagogical council. From 1982 to 1984 he was deputy chairman of the National Political Commission of Social Democratic Youth (JSD). Since the late 1980s, he has worked in banking and consulting, including as Finance Director of Corporación Industrial del Norte, SA

In 2002, 2005 and 2009 he won the elections for mayor of the city of Porto.
